    Risk and Communication: Communication Effects on Social Acceptance of Nuclear Power

    This study conducts a path analysis using structural equation model to analyze communication effects that technologies accompanied by risk such as nuclear power affect social acceptance. The public tends to judge risk such as nuclear power by information through indirect communication routes such as mass media rather than direct experience. Thus, having an effect on factors of social acceptance such as perceived risk, perceived usefulness, and confidence of related institution might depend on how to communicate. As the final outcome, perceived risk of nuclear power does not huge influence on social acceptance. This is because it intended for the public who were not taken an interest in nuclear power directly. Confidence tends to increase social acceptance that affects perceived usefulness rather than perceived risk. Communication considerably affects confidence and perceived risk, but it does not affect perceived usefulness. In its final analysis, communication about nuclear power has an effect on social acceptance of nuclear power in the manner of increasing confidence and perceived usefulness, decreasing perceived risk.

    Problems and Improving of Community-based Disaster Prevention - Focusing on the Volunteer Fire Brigade

    This study aims to point out the problems of regional autonomous disaster prevention organization and suggests policy that can activate volunteer fire brigade is well organized on Eub, Myeon, Dong office. We analyze regional autonomous disaster prevention ccorps("JiYeokJaYoul BangJaeDan" in Korean) and volunteer fire brigade in terms that the residents are victims and counterparts In the process of disaster response and recovery. First, we are difficult to expect the role of regional autonomy within region because regional autonomous disaster prevention ccorps there are still leaders, expertise in disaster and residents' autonomy, etc. Second, volunteer fire brigade have many problems of various statutory limitations in dealing with disaster situations, no base of disaster prevention activities in the region, lack of professional qualifications of volunteer firefighters, lack of local voluntary disaster prevention activities, absence of self-prevention education in leadership development courses, etc. Plan to activate volunteer fire brigade is as followed: first, establishment of rules on actions of volunteer fire brigade and for diversification of educational, education of leader for regional disaster prevention, second, secureness and use as residents' shelter of volunteer fire brigade's office, performing the role of community safety report center and securing and expanding professional qualifications of members of resident disaster organization for securing base of disaster prevention activities in the region, third, expanding service areas and local safety keepers activities for enlargement of regional autonomous disaster prevention activities, etc.

    A Study on Efficient Urban Regeneration Approach Based on Market System

    The purpose of this study is to seek alternatives for compact development which is a dominant theoretical basis of urban renewal. The direction of the new market-oriented approach is proposed by reviewing New Urbanism and assessing the policy. The results are as follows. The policy effects of New Urbanism are significantly less than expected. The reason is that the theoretical basis is super ideal which does not properly reflect the characteristics of city. Urban stocks such as a range of facilities and activities in urban space can not easily obtain the fundamental change. New Urbanism has been advocated regressive changes in the physical urban structure ignoring in urban residential preferences. The viable of New Urbanism policy is very low because the policy ignores the efficiency of urban land market system. The pursuit of high-density development in the specific areas that ignored the reasonable urban consumption patterns and the location decision will be ineffective. The transit-oriented development policy leading New Urbanism can not achieve its goal in practice. In system to accelerate competition among cities, the alternative basic direction of the urban regeneration is to ensure maximum autonomy of the individual cities and urban residents. For efficient regeneration of urban spatial structure is multi-core distributed city which is reflect lifestyle and preferences of the citizens. The participation of citizens in the process of urban regeneration should be enabled to create their own direction and shape.

    A Study of the Fire-Safety Improvement Plan for Elderly Care Facilities

    Elderly care facilities are generally occupied with senior citizens who may have not only senile diseases, but also physical and mental disorders. The facilities should have a safety-facility plan that are unique to the elderly and a reliable fire-safety management system for negligent accident prevention. In addition, there are various issues of the facilities such as accessibility to fire departments, timely extinguish equipment, fire alarm, auto-fire-report system, fire-safety consciousness, etc. Therefore, this study locates problems through theoretical considerations and fire-events analysis of elderly care facilities and suggests improvements on fire-safety measure. This study also proposes improvement measures focused on fire-facility, fire prevention management and environmental factors.

    Numerical Simulations of Inundation Area Using XP-SWMM

    Recently the possibility of the natural disaster has been increased around the world due to the climate change. Especially, Gangwon-do is one of the areas that the damage by storm and flood is most frequent. In 2002 and 2003, the typhoon Rusa and Maemi had generated huge losses of both life and property, resulted in increased number of natural hazard area. In this study, we analyzed the rainfall and geographical data of the Jawon-dong area, Samcheok City of Gangwon-do during the hit of typhoon Rusa, and XP-SWMM(Numerical Model) was applied to calculate the natural hazard area's river flooding and inundation range.

    A Study on Example Analysis and Risk Management of Terror on Subway

    The purpose of this study is to analyze examples of terrorism on subways in each nation and present measures to deal with terrorism on subways. The following are countermeasures against a terrorist attack in Korea based on previous examples of terrorism in subway tunnels of each nation and it is shown as some stages by the risk management. In prevention stage, a new bill dealing with a chemical and biological weapons should be drawn up. In preparation stage, the training program of terror safety should be made, the government needs to keep citizens aware of security during acts of terrorism, a reward should be given to anyone who reports any suspicion, and training regimes for an attack by terrorist groups should be established. In fighting stage, field controling management system with information sharing is required. In restoration stage, a long-term management system should be set up to care for the injured, and the victims or their families, and to pay for them.

    An Escape Route Selection System based on the Dynamic Flood Information

    Damages from flood hazards have been gradually increasing during the last decades. For decreasing the damage, the government presents various precautions. One of the precautions to prevent human injuries is a escape route. The land lay and the level of floodwater can be changed by flood, however, the current escape selection process does not consider those changes. Therefore the escape routes based on the current escape selection method is lack of accessibility and reliability. In this study, for improving accessibility and reliability, we proposed a Escape Route Selection System (ERSS) to predict the change of land lay and the level of floodwater and apply them to select the accessible and reliable escape route. By using the proposed ERSS, we can provide more accessible and reliable escape routes for the residents located in the flood area. The residents can escape safely from the flood by using the proposed route and hence they can ultimately reduce their injuries.

    The Study on Improvement for the Suspicious - Deaths in the Military

    South Korean men are joined the army to perform the duties of defense in their early 20s. Most of the people are back to society in serving the sacred duty of defense, but some of those die in military barracks so that this kind of deaths is a huge pain in the family. Moreover, the causes of deaths manipulated and distorted of the truth have been being made a lot more clear among those killed by the military. Those who have died in the military for 25 years are a total of 10,970 people 1980 to 2005 and 4,088 of the people have been dealt with as a suicide, amounting to 37.2%. These figures are saying that an annual average of 439 young people will lose their lives in the military. In other words, there was a massive loss of lives of a battalion every year.Rescently, the number of deaths in military is reduced, but the suicide rate is increasing by far. Especially, while traffic accidents greatly are reduced in the military, the environment they can't help but commit suicide is not changed at all by the military statement. In addition, in proportion to increasing of these suicide rate, suspicious military deaths go on growing as expected. Therefore, this study has come up with devices to reduce occurrence rate of suspicious deaths looking around about situation of outbreak through the whole picture of the incident of Presidential Truth Commission on Suspicious Deaths investigating mysterious deaths of soldiers.

    Empirical Study of U119 invigoration to Protect the Disadvantage Group of Disaster Safety in Chung-nam

    The aim of this study is looking for method of U119 invigoration in order to protect the disadvantage group of disaster safety through questionnaire analysis. Consequently, it showed that the fire fighters is realizing that it is effective to manage the disasters when the U119 system is designed more convenient to use and high to recognize. Hence education for understanding and application of U119 system to the fire fighters is most important in Chung-nam.

    A Study on the Countermeasure and Analysis Cause of Electrical Fire

    The total average number of fires in Korea was 37,704 annually based on the statistics of the past 10 years (2000-2009). The resulting damage equates to ₩196,897 million in average lost assets. In the year 2009 alone, there were 47,318 cases of fires, which equates to ₩251,853 million in lost assets. Over 30% of all fires (over 10,000 cases) were electrical fires until 2005, 29.6% in 2006 and reduced to 22% during 2007-2009. In the past 10 years, the lost asset value caused by electrical fire was ₩60,211 million which is over 30% of the total lost asset value. In the year 2009 alone, electrical fire made up of 22.8% of all fires (10,786 cases), with the lost asset value of ₩62,281 million, which is 24.7% of the total lost asset value. Although electrical fire is in decline in terms of the percentage, they still continue to be the biggest cause of all fires than 17.6% of America, 4.5% of England, 10.9% of Japan, 17.9% of Taiwan. So, we try to decrease the electrical fire. On this purpose and aim to live more comfortable life circumstance, this paper researches on the analysis electrical fire per total fires, the mechanism by electrical fire originate and consider the analysis of cause problems and decrease methods.

    Establishment of Terrorism Response Integrated Management System for the Improvement of National Counter-Terrorism Capability

    Terrorism response is not the problem of a specific ministry or an organization, but the problem of the government as a whole. However, in reality, a specific ministry or an organization has a full responsibility according to the types of terrorist attacks. For example, the Ministry of Public Administration and Security has a prime responsibility for domestic terrorism, and Ministry of Foreign Affairs and Trade has a prime responsibility for international terrorism against Korean people and its property. I the case of the occurrence of a terrorist attack, the total integrated responses of the governmental ministries and organizations are required for the effective crisis management of terrorism. The most important thing in the response against terrorism is the systematic and organized security posture of all ministries and organizations as a team. Whatever the types of terrorist attacks are, each ministry and organization has his own responsibility, and has to undertake partial responsibility with simultaneous manners to minimize the influence of terrorism and to reestablish its national order. In this connection, Terrorism Response Integrated Management System(TRIMS) which can control and coordinate the duties and standard operating procedure of individual ministry and organization is critical as far as terrorism response concerned. The purpose of this paper is to provide a model of terrorism response integrated management system. To achieve this goal, understanding of the system and concept of the TRIMS are presented. At the same time, with the result of the research on the detailed description of the main component of the TRIMS, the concrete methods in terms of practical utilization of TRIMS is suggested.

    An Analysis of the Priorities in Senior Industry by Using Fuzzy AHP

    This research purpose is to show following. The Meaning and Concept of senior industry Most of all, Based on theoretical Approaches, I find the Meaning and Concept of senior industry and define what senior industry is, what has meaning in korea and we use AHP for deriving prioritizing in senior industry. Especially we focus on Relative Importance of this field. Secondly, we estimate senior industry using Fuzzy sets. Thirdly, we find it that each of senior industry has strengths and weaknesses and how to reinforce Competitiveness in this field. Consequently, based on these studies, we suggest policy Implications to apply to develop and promote senior industry. Using AHP method for relative importance of each sector of senior industry analysis of the health of the respondents surveyed. Health․Care in the field of the 'long-term care specialist facilities expansion (specialized hospital or nursing home, dementia, etc.) combined with two weights and 0.138672 was the highest priority. And in Health․Care field geriatric health supplies, equipment supply expansion (0.121392), elderly-only expansion of specialty hospitals (0.092016), and so full of complex weights and priorities 1,2,3 stomach health, care sectors were higher. Facilities in the areas of support for elderly parents living with 3 generation house supply expansion 'has the lowest priority in the overall significance was found.

    Moral Judgment and Blame in Crisis Management

    This study investigated how people make moral judgments toward an organization involved in a crisis based on crisis types and crisis response types. To test it, the study employed 2 (control vs. uncontrolled) crisis types x 2 (excuse vs. apology) crisis response types between-subject design. The findings indicated that crisis types and crisis responses influenced participants’ moral judgment, and excuse in both crises type was judged much immoral than using apology. In addition, moral judgment significantly predicted blame.
