Forest of Seoul of the modern times, risk management and nationalism politics planning - Centered on the place-ness of forest that is discussed publicly -

Forest of Seoul in the modern times is the place that got marginalized or omitted when it comes to the city’s space placement or at the inside of the artificially formed park. Forest of Seoul is recognized as the public space where people can heal their fatigue felt while living in the city. However, unlike this spatial image, Forest of Seoul is the place where there are many dangers such as crime, corruption of public morals, poverty, unsanitary environment, illness and environment pollution. As the experience in the forest spreads out in the society and as it becomes discussed in public, spatial image of the forest and place-ness clash. Moreover, various complex interests intervene during the process of making decisions on the use and disposal since the park belongs to the Gyeongseongbu and government general, which in turn is discussed publicly, vitalizing political acts. Place-ness that transforms spatial image is discussed publicly, and the process with which it is combined together with diverse political acts to divide once again and seized by the urban people’s everyday life is the valid target for examining over the process in which public interest turns into hierarchy during the process of realizing modernity. This writing investigates the process in which dangers are discussed publicly through the topic of forest’s place-ness. Moreover, it targets the discourse of nationalism politics planning which was carried out legally in the system of the site of public discourse. Corruption of public morals at the forest formed at the inside of Seoul and formation of the Tomak Village that overturned the forest’s spatial image had the forest’ place-ness emerge as a source of the nationalism politics planning during the 1920’s. The two sources that appear to be different will be considered as the risk elements that threaten the ‘productivity’ of the individuals and society in the modern times, and this was the issue that structured the conditions of everyday life. This writing seeks to examine how this issue can be handled amidst the asymmetric circulatory relationships such as circuit board made by the nationalism politics planning and modernity, expansion and control of the private domain, strengthened monitoring, advancement and risk management, and development and protection.
