    BEOBHEON KIM | 2017, 32(2) | pp.5~35 | number of Cited : 0
    Abstract PDF
The importance of stabilization has been greatly increased until the final stabilization and peace after the inter-state military disputes in modern times. Stabilization is ultimately an important task to resolve friction and balance in pursuit of national stability and people's happiness. However, in Korea, there is a tendency to look at stabilization from the viewpoint of the consensus that the military operation level in military conflicts is merely a mere conflict, and to overlook the necessity of efforts in the field of peace or wartime to pursue better stability and peace by creating a new environment. Therefore, this paper focuses on the concept of stabilization and attempts to reestablish the concept of stabilization by broadly interpreting it in terms of political, economic, social, and military aspects of military integration To this end, we recognized the importance of 'friction and balance between the government, the army and the people' in the process of stabilization, and applied it to the case of military integration in Iraq and Germany. In order to apply stabilization to the Korean Peninsula in the future, we have focused on what kind of preparation we should prepare As a result, it can be confirmed that stabilization can be applied both in military conflict and military integration, especially in peace, in the area of the military, and minimizes friction between the propulsion systems and stabilizes balance.

    쑨이페이 , Chung, Tae-il | 2017, 32(2) | pp.37~65 | number of Cited : 2
    Abstract PDF
Most countries experience political changes due to various political crises. Political change tends to distort the democratic process according to the political situation of the state. Before the democratization, Korean politics had a negative effect by the regime of Rhee and Park. This study will analyze the political changes in the Rhee and Park regimes through the power structure, the Presidential election system, the presidential term, and the national assembly election system. First, the parliamentary system and the presidential system in the Rhee and Park regimes adopted a mixed-type presidential system despite many controversies. This reflects the preference of the ruler. Second, the Rhee and Park regimes adopted the presidential election system, which is highly likely to be elected according to the political situation. The Rhee regime changed from indirect election to direct election. The Park regime changed from direct election to indirect election. Third, the Rhee and Park regimes abolished the two-term presidency through constitutional amendment. Through this, permanent power was possible. Fourth, the Rhee regime introduced the party recommendation system to stabilize the ruling party, and the Park regime introduced the party nomination system, the national proportional representation system, the Yushin national assembly system. The Rhee and Park regimes distorted korean politics in the process of long-term ruling by stabilizing the ruling party. After democratization, korean politics developed democracy through institutional devices.

The Operation and activities of Confucius Institute in Korea -Focusing on Confucius Institute at D University-

    KIM HYEONGKI , Jho Dae-won | 2017, 32(2) | pp.67~100 | number of Cited : 2
    Abstract PDF
The purpose of this case study is to investigate the operation and activities of Confucius Institute, which was operated for 10 years. Confucius Institute is a new organization that is separate from the Chinese Cultural Center and aims to effectively communicate Chinese language and culture. Confucius Institutes could be established in many countries for a short period of time because of the nature of being established as a private organization without being restricted by the number. Although the organization is an affiliate of foreign educational institutions, the Confucius Institute has a distinctive characteristic of its operation, which is closely linked to the Chinese Confucius Institute headquarter and engages in activities related to China. In the case of D university in this paper, the instructors dispatched from China were found to get low satisfaction level from the educator in class because there were many beginners. The development of the textbook suitable for the level of the students was desperately required. Despite these difficulties, it can be said that Confucius Institute has faithfully carried out its original role of introducing Chinese language and culture to various classes of Koreans. For the full-fledged development in the future, it is necessary to play a wide role in mutual exchange between the educational institutions of the two countries.

A Study on the Backgrounds of the 7th Congress of the Workers' Party of Korea - With a focus on domestic and foreign factors

    Kim Byeong Uk | 2017, 32(2) | pp.101~133 | number of Cited : 3
    Abstract PDF
The purposes of this study were to analyze the backgrounds of the 7th congress of Workers' Party of Korea and examine the policy directions of North Korea revealed at the congress. Party congresses hold important significance in the analysis of changes to the North Korean regime. The overall policy trends of North Korea are officially approved at the congress of Workers' Party of Korea, which is the most important political event in North Korea. It is thus possible to estimate the future policy directions of North Korea according to the policy lines of the congress and necessary to pay attention to the backgrounds of the congress. There were total seven congresses of Workers' Party of Korea. The last one before the 7th congress took place in 1980. The 7th congress was held in 2016 after 36 years when no congress was held during the regime of Kim Jong-il. Not a single congress was held for 36 years because North Korea was in the worst economic hardship. Kim Jong-un decided to hold the 7th congress in the fifth year of his regime despite no improvement of economic situations in the nation after the death of Kim Jong-il in 2011 in order to grow out of his predecessor's influence and promote the stabilization of his regime home and abroad. At the 7th congress, he created a new position called "Chairperson of Workers' Party of Korea" for himself and raised his status to the overall control of the Party, thus marking the official launch of his regime through the transmission over three generations. He stipulated the term "nuclear state" in the Constitution in 2012 and insisted on the principle of "responsible nuclear state" at the 7th congress. Under those conditions, it is difficult to expect that relationships between North and South Korea will improve in the future. There is rather a huge possibility of deterioration of relationships between them. The global community will reinforce its strong sanctions on North Korea. South Korea needs to work together with the international community and ensure the strong South Korea-the U.S. alliance for the peace and stability of Northeast Asia and the entire world as well as the Korean Peninsula. It should also solidify its position of allowing for no nuclear weapons in North Korea by collaborating with Japan, China, and Russia and persuade it to give up nuclear weapons through sanctions and pressure.

    Park Jong Chol | 2017, 32(2) | pp.135~162 | number of Cited : 1
    Abstract PDF
As the conflict between China and the United States over the North Korea oil sanction in United Nations Security Council(UNSC) became more intense, the attention of the international society to the North Korea petrochemical industry is increasing. The purpose of this study is to examine the Sungri Chemical Plant in Rajin area of the northern border,Sino-DPRK Friendship Oil Pipeline, and Ponghwa Chemical Factory in the vicinity of Dandong-Sinuiju of the China-North Korea border during the Cold War. The petrochemical industry of North Korea began in earnest when the Empire of Japan built the petroleum storage facility and coal liquefaction plant against the United States oil embargo on Japan in the Pacific War. During the Cold War, China and Soviet Union rebuilt the petrochemical facilities for reconstruction of post-war North Korea. However, investment in the related industry and facility expansion were not conducted in the process of the collapse of the industry during the Arduous March and Sungri Chemistry finally ceased the production in 1999. Therefore, analyzing the standard of North Korean petrochemical plants during the Cold War is becoming an important cornerstone to understanding the level of the North Korean petrochemical industry. In a situation where research is limited on the North Korean petroleum issue, this study aims to analyze the data and approach on the North Korean oil industry, the origin of the petroleum industry, and products and facilities of petrochemical combinat constructed during the Cold War.

    Park, Jeong-hwan , 이진민 , Kim Kye Ha | 2017, 32(2) | pp.163~191 | number of Cited : 3
    Abstract PDF
The purpose of this study is to investigate the relationship among family function, self-esteem, and powerlessness for Korean-Chinese college students. The subjects were 130 Korean-Chinese college students aged 19 to 26 years (M±SD=21.4±1.47) who were living in Yanji, China. Data were collected from March to April, 2015. To measure the level of family function, self-esteem, and powerlessness, APGAR Family function scale, a Rosenberg Self-esteem scale, and a powerlessness scale were used to Korean-Chinese college students. Economic status (t=2.42, p=.017), satisfaction with allowances (F=6.70, p=.002), health status (F=5.03, p=.008), whether or not students were separated from their father (t=3.23, p=.002) and their mother (t=2.48, p=.015) at the time of data collection, and drinking status (t=-2.05, p=.043) were significant variables in the family function. Self-esteem was significantly different by school satisfaction (F=3.62, p=.030) and reasons for separation from father (t=-2.19, p=.032). Powerlessness was significantly different by age (F=4.53, p=.013 ), grade (F=6.30, p=.001), school satisfaction (F=3.10, p=.049), health status (F=5.73, p=.004), and whether or not students were separated from their mother (t=-2.88, p=.005). The results shows that family function was associated with self-esteem and low powerlessness. The predictors of self-esteem were family function and school satisfaction. Good health, separation from the mother, and family function affected in powerlessness. Therefore, culturally appropriate program interventions are needed in order to increase family function for Korean-Chinese college students separated from a parent.

    Park Kwang Deuk | 2017, 32(2) | pp.193~220 | number of Cited : 4
    Abstract PDF
Who is Post Xi Jin-ping and what is the policy of Xi Jin-ping's second term is the biggest concern of the 19th CPC. But, he did not appoint a successor, and the “Xi Jin-ping Thought” was stated in the Constitution of the Communist Party. And it is evaluated that the concentration of power centered on Xi Jin-ping appears. In particular, Deng Xiao-ping's reform and opening policy has been argued to be complemented and revised in order to enter a new era. It can be said that Xi Jin-ping broke up with the Deng Xiao-ping policy and went up to the same rank as Mao Ze-dong. There is a negative image that it can change into recession and congestion rather than political development. The 19th CPC predicts changes in China 's domestic politics, economic policies, foreign relations, and China' s future prospects. This is the motive and purpose of this paper. This paper firstly examines the current state and meaning of the new leader of the Communist Party of China. Secondly, analyzes “Xi Jin-ping's Thought”, foreign policy and economic policy, which is the characteristic of the second term of Xi Jin-ping. Third, evaluates the Communist Party convention. Finally, we analyze the prospects and implications of Chinese politics since the party congress.

    Yoon, Sungsuk , Kim, Soon-Ok | 2017, 32(2) | pp.221~253 | number of Cited : 1
    Abstract PDF
This study will analyze the China’s endeavors to elevate the quality of government from the periods of Mao toward Xi Ginping onward by centering on the subject of anti-corruption reforms. I will make use of a historical approach toward a research goal of unravelling the China’s government performance from a long-term angle. Therefore such principal independent factors as actors, structure, regulations, institutions, events etc. will be repeatedly utilized as the criteria of comparison as to each anti-corruption regimes’ performance(dependent variable), Those political thoughts concerning the elimination of corruption were galore in the time of the old Chinese history. Mao tended to borrow the traditional ideas as the cornerstone of his movement. Afterward anti-corruption reforms have been gone through the periods of rebuilding (Deng,1978-92), developmental (Chang, 1992-2002) and accelerating (Hu, 2002-2012), and finally to the current skyrocketing periods in a era of Xi Ginping(2013- ). In fact, each top leaders have utilized anti-corruption movements in the early tenure since the country’s opening. However accomplishing the complete abolition or even some reduction of corruption appears to be very hard to be achieved without concomitantly transforming the current communist power structure which has no resisting rivals. Xi Ginping took the anti-corruption agenda as the top state priority, and undertaking active implementation of each reform programs namely political wind(正風), peoples’ wind (民風) and fair society construction. It is not certain to predict correctly whether Xi Ginping’s reform mongering behaviors will be successful in destructing more than 30yrs-old cemented corruption structure with his strong reform programs. Nonetheless we can make pretty positive prospects for Xi’s anti-corruption reforms will be getting forward and elevated through more efficient supervisory devices.

An Empirical Study on the Impact of AIS Consulting on Business Performance

    배종성 , Jung, Doo Sig | 2017, 32(2) | pp.255~278 | number of Cited : 0
    Abstract PDF
Today, young entrepreneurs and business people are showing much interest in start-up. In this context, I would like to analyze how the consulting using accounting information system (AIS) affects the management accounting performance of a start-up company. The empirical results of this study are summarized as follows. The founder competence of the entrepreneurship was found to have a significant effect on both the effect of cost reduction consulting, the effect of sales increase consulting, and the effect of financial consulting such as the effect of increasing net profit consulting. These results suggest that the higher the competency of the founder, the higher the effectiveness of management accounting consulting. Second, the sufficiency of entrepreneurial capital has a negative effect on both the effect of cost reduction consulting, the effect of sales increase consulting, and the effect of consulting on net increase. This implies that the effect of managerial accounting consulting is lowered when the entrepreneurial capital is sufficient. Therefore, in order to increase the effectiveness of managerial accounting consulting, it is suggested that appropriate investment of entrepreneurial capital is important as well as capacity of founder.
