This paper examines if there is a long-run relationship between the time series representing regional housing markets via cointegration and multi index arbitrage pricing model(APM). Before testing cointegration, I check the stationarity of the time series by unit root test, and if there are casuality between the regional residential markets. I estimate and test the significance of the coefficients of APM. Cointegration tests result in there is cointegrating factor in the regional residential markets. But as the results of APM tests, there exists the evidences that the regional residential markets and apartment markets are cointegrated, and single family housing market and multi-family housing markets are segmented.

Riparian buffer zones enhance the quantity and quality status of water, stabilize channel geometry, and provide tree roots and woody debris for habitat. To establish the riparian buffer zones and to improve the water quality, privately owned lands in the Paldang watershed area needs to be purchased. A growing number of policy makers are faced with the problem of identifying an efficient and suitable location for implementing or restoring the buffer system. In this research, the Prioritization Index System(PIS) was developed and applied as a possible solution to such questions. PIS can also be used as a decision support system in the planning phase. In PIS, the Analytic Hierarchy Process(AHP) was utilized to estimate prioritization. Further data loss was avoided and maximum accuracy in space was achieved by combining the Fuzzy theory and AHP. PIS may be used to select a suitable location for riparian buffer system. Finally the results of PIS should be carefully observed to make sure that the results are consistent with the decision makers' proposed regional level indication for buffer systems and with their economical and geological point of view. The spatial decision making techniques presented here can effectively draw the weight of each criterion and quantify the prioritization of each lot, reflect the spatial condition in reality and flexibly cover local needs. It can be widely utilized in the management and prioritization in riparian zone.

It is necessary to set directions and measures to manage the question of water pollution arising from the illegal discharging of sewage and inappropriate management. Therefore, the main purpose of this thesis is to measure the water quality improvement value which means the willingness to pay(WTP) measured by using contingent valuation method(CVM) as one of direct valuation measurement methods and to maintain the environmental facilities in the public sector utilizing WTP which reflects the economic value of civil desire on the persistent improvement of water quality. It was found clearly that the more income a household earns, the more consciousness they have about the water quality in the Han river and the higher educaton level a household has and the closer they live from the Han river, people are more strongly willing to pay to improve the water quality of the Han river. If the water quality in the Han river improves up to the level which allows all kinds of entertainments including swimming, promenade, yachting, etc., the aggregate annual amount of willingness to pay to improve the water quality in the Han river is estimated to be approximately 2,860 billion won. And then, it may contribute to enhance the water quality in the Han river.

Korea has experiencing big changes with the appearance of retail facilities for a new status in retail distribution markets from the middle of 1990s. In this situation, the study analyzed the location tendency of retail facilities as the subject of investigation for the Ibaraki prefecture in Japan, which has early experienced various changes in retail markets than Korea. The study, at first, observed the changes of a spatial distribution for retail facilities ranged from the 1970 to the year of 2000. The study, then, analyzed the location of retail facilities by construction of a location tendency model to examine the changes of the spacial distribution. In the analysis of location tendencies, the presumption by cross-sectional data of a singleness point in time in analyzing the location tendencies can explain only inter-regional differences of the distribution of retail facilities in the point of time. This presumption, however, may not explain the spatio-temporal changes of retail facilities in terms of dynamic changes with time. Therefore, the study to examine the spatio-temporal dynamic changes by inferring the location tendency model with the cross-sectional data at first defined the need to assume the panel data and its model. After this, the study inferred the location tendency of retail facilities by extending the panel data model from the location tendency model. As the result, the panel data model could simultaneously explained inter-regional differences and intra-regional changes of the location of retail facilities. In addition, the study could much more clearly investigated the location tendency of retail facilities in Japan, which has shown secular, dynamic changes

The generation of the underground facility map includes field survey, data input and data processing etc. The quality of the underground facility map can be secured by eliminating the problems from the map generation process. The purpose of this study is to set up the method for quality control of underground facility map based on the empirical approach to eliminate error factors. In the process of generating the underground facility map, this study analyzed the error factors each and the frequency of each error factor. The occurrence of the errors was caused by the insufficiency of the detailed map generation process, the omission of the audit process, and the unnecessary existing regulations. Additionally, to eliminate error factors, this study proposed the use of prototype for map generation process, the use of audit for each map generation process, the improvement of existing map generation regulations, and the introduction of recent map generation techniques like mobile surveying system.국.영문 Keyword : Underground facility map(지하시설물도), Underground facility database(지하시설물 데이터베이스), Quality control(품질관리)

지리정보시스템 (Geographic Information Systems)의 공간분석에 있어서 최적 입지의 평가와 판단은 중요한 공간의사 결정의 한 부분이다. 이를 위해서 현재까지 지리정보의 공간분석 연구에서 많은 기법들과 모형들이 개발되어 왔다. 또한 각종 지리정보들의 형상화와 시각화를 위한 각종 지도화 기법들도 지리정보 시스템내에서 활발히 이용되고 있다. 이러한 공간분석 결과의 효과적인 지도화와 시각화는 지리정보시스템을 이용하는 의사결정에 많은 이점들을 제공할 수 있다. 또한 공간 문제 해결에 이용되는 각종 분석 모형과 알고리즘의 결과를 지도상으로 얼마나 효과적으로 지도화할 수 있느냐는 효과적인 입지 의사 평가 및 결정에 중요한 요소가 될 수 있다. 이러한 중요성에도 불구하고, 대부분의 GIS입지 분석 및 모형 연구들은 분석 기법의 계량화와 우수한 알고리즘의 개발에 치중되어 왔으며, GIS내의 최적화 분석 결과의 지도화 및 시각적 기능과의 통합에 대한 통합 연구는 상대적으로 소홀해 왔다. 즉 각 지역간에 발생할 수 있는 상이한 최적 접근도의 변화와 분석 모형의 상이한 분석 결과를시각적으로동시에 표현하는 것은 GIS 내의 입지 분석 및 모형 연구에 필수적인 한 부분이라고 할 수 있다. 그러므로, 본 연구에서는 이들 연구의 한 부분으로써, 입지 분석 기법 및 모형들이 제시하는 결과를 비교 분석하는데 있어, 어떠한 시각화 기능들이 효과적으로 이용될 수 있는지를 살펴보고자 하였다. 이러한 연구 목적을 위해서 본 연구에서는, 분석 기법의 상이한 결과에 따라 발생하는 각 지역간의 접근성 차이를 동시에 효과적으로 표현하기 위해서 어떠한 시각화 기법들이 고려되어야 하는 지를 살펴보고자 하였다. 이를 위하여 첫번째로, 최적 분석 모형으로써 수송비용 최적화 문제를 목표로 하는 p-median 입지 계획문제를 설정하여, 분석 알고리즘으로써, 전통적으로 우수한 분석 알고리즘으로 알려진 Cooper 알고리즘과 새로운 공간 최적화 기법중의 하나인 유전자 알고리즘을 적용하였다. 두번째로, 이들 두 기법들이 제공하는 분석 결과 (접근성의 상이)들을 대상으로 어떠한 지역에서 얼마나 상이한 접근성이 차이를 보여 주는 지를 접근성의 가감을 통해서 살펴 보았다. 예를 들어 특정 지역의 동일한 최적 입지시설에 대해 Cooper 알고리즘을 적용하였을 경우, 유전자 알고리즘의 분석 결과보다 접근성이 불리한 결과가 나올 경우, 혹은 어떠한 지역에서 상이한 접근성의 정도를 지도화할 경우, 그 변화성을 2차원과 3차원 visualisation 기법들을 통해서 얼마나 시각적으로 효과적으로 표현할 수 있는가를 파악하고자 하였다. 마지막으로, 본 연구는, 효과적인 시각적 표현은 공간 입지 의사결정에 주요한 부분이 될 수 있으며, 이를 위해 최소한의 기본적인 연구결과로써, 어떠한 방향에서 GIS 상의 공간 최적화 기법 평가를 위한 visualisation 기법들이 이용될 수 있는 지를 간단한 예들를 통해서 살펴 보았다. 이와 더불어 본 연구의 발전을 위한 여러 후속 연구들이 제시될 수 있다. 첫번째로, 다양한 입지문제의 적용이 필요하다. 실제 한국사회에서 요구되는 다양한 공간입지 문제를 위한 효과적인 대안으로써, GIS내의 적합한 시각화 기법들을 이용한 다양한 최적화 문제 적용은 본 연구의 범위 확대에 필수적이다. 둘째로, 본 연구에서 제시된 시각화 기법의 향상된 기법 연구가 필요하다. 기본적인 2차원과 3차원 기법들과 더불어 GIS 이용자들의 다양한 요구에 부응할 수 있는 고차원적인 시각화 기법들이 개발되어야 한다. 세째로, 시각화 기법과 공간 입지분석 기법간의 통합화 연구도 GIS 연구에 필수적이다. 그러므로 본 연구의 발전을 위해서 이러한 후속 연구들이 계속 되어야 한다.

지방정부가 주민의 선호체계와 지방공공재 공급비용을 고려하여 세율과 세목을 자유롭게 정하고 사람들이 이를 비교하여 주거지를 결정한다면 조세부담과 지방공공재의 차이가 토지, 주택 등 부동산 가격에 반영되는 자본화현상이 나타난다. 자본화 현상은 지방정부 차원의 집합적 재산권을 형성시켜 지방정부에 의한 여러 가지 혁신이 가능케하는 원동력이다. 이때 재산세는 지방공공재에 대한 한계비용으로서의 역할을 하여 지방공공재가 효율적으로 공급되도록 한다. 앞으로 우리나라의 재산세도 지방정부가 제공하는 지방공공재에 대한 가격으로서 자리잡아야 할 것이다. 그러나 재산세는 급격한 도시성장이나 도심의 침체하에서는 경제적 왜곡을 심화시키므로 지방정부의 효율성을 제고하고 도시성장관리와 도심활성화를 위해서는 새로운 financing 기법에 대한 논의가 필요하다. 특히 우리나라의 대도시는 난개발로 인한 문제점과 쇠락해가는 도심의 문제를 동시에 겪고 있는 실정이다. 본 논문에서는 도시성장관리와 도심활성화를 위한 financing 기법 가운데에서도 최근 많은 관심을 끌고 있는 개발영향부담금(development impact fees)과 조세유동화제도(tax increment financing)를 고찰하고 있다. 재산세가 지방공공재에 대한 가격으로서 자리잡고 개발영향부담금과 조세유동화제도 등이 도시성장관리와 도심활성화를 위해 적극적으로 활용되기 위해서는 지방정부의 능동적인 참여를 유도하고 지방정부의 능력과 성과(performance)가 시장에서 엄정하게 평가되도록 하는 동시에 그 평가결과가 시민들에게 효율적으로 제공되도록 해야 하는데, 이를 위해서는 금융시장의 발전이 긴요함을 지적하고 있다. 더불어 자본화현상을 통한 집합적 재산권의 형성과 선진금융시장의 발전이 도시성장관리 및 도심활성화를 위한 제반의 financing기법들이 발전하는데 어떠한 의미를 지니는지 우리나라의 상황에 비추어 되새겨보고 있다.

Recently, ICT Cluster is an engine of national and regional economic development because of its contribution to development of ICT industry and economy. So, Many nations have established cluster-based policy for economic development. This study examines the industrial linkage of ICT cluster in Korea based on I/O tables to propose policy implication for ICT cluster because I/O tables is important to design the policy for ICT cluster. The results of this study are as follows. First, the government has been main buyer of ICT cluster during 1980s. But recently private sector became that of ICT cluster. Second, industrial linkage of ICT cluster has developed from low-tech to high-tech. Third, digital convergence between ICT industry and producer service appears actively. The policy implication proposed in this paper are the change of governmental intervention from direct intervention to selective support, the support toward service sector in ICT cluster, the execution of policy for ICT manufacture and ICT services, the development and supply of office for ICT cluster, the promotion of digital convergence between ICT cluster and other industries.
