    The Analysis of Occupational Characteristics of Emigrants from Small- and Medium-sized Cities in Non-metropolitan Areas in Korea

    In the last decades, many small- and medium-sized cities in the non-metropolitan areas in Korea have been experiencing dramatic population decline due to outflows of population. The on-going population outflows, especially working- age population outflows, will negatively affect productivity and economic growth of cities. However, even though many studies have reported push and pull factors of migration, there has been very little research reported on the characteristics of working-age population outflows from small- and medium-sized cities in the non-metropolitan areas, In this context, this paper aims to give an overview of the outflow of working age population and to examine the occupational characteristics of emigrants from small- and medium-sized cities in the non-metropolitan areas during 2010-2015. The results show that young and highly educated individuals are most likely to migrate from smalland medium-sized cities in the non-metropolitan areas to cities in the metropolitan areas. Moreover, occupations with high outflow rates are generally professions and technicians, while occupations with low outflow rates are skilled agricultural, forestry and fisheries workers, plant and machine operators and assemblers and elementary occupations. This trend is more likely to create intense job polarization within the non-metropolitan areas and between metropolitan and non-metropolitan areas.

    A Study on the Factors Affecting the Demand Variability of High Speed Railway Users: Focused on Gyeongbu Express Line

    This study analyzed the influence of major factors on KTX and SRT high-speed railway users, focusing on Gyeongbu high-speed line. First, the results of analyzing the long-term balance relationship through the VECM model showed that the common point is that when the seat supply, gross domestic product and household disposable income increase, the number of high-speed railway users increases, and when the weighted average oil price rises, the number of high-speed railway users decreases. However, the difference was that when seat supply and gross domestic product increased by 1%, the number of SRT users increased larger than that of KTX users. Second, the impact response function and the prediction error dispersion analysis result showed that KTX users were affected by about 35% of seat supply, gross domestic product and disposable income per household while SRT users were affected by about 12.1%, which is relatively low compared to KTX users. In the meantime, this study suggests that KTX needs various marketing strategies such as additional discounts and improvement of mileage accumulation methods to overcome the difference of fare rates which is 10% higher than SRT in order to secure fixed demand for high-speed railway users.

    Using the Quantitative Risk Assessment for Selecting the Flood Defense Level According to Floodplain Development Conditions

    In Korea, the flood defense level has been typically determined by the classification of river grade. Each river interval should, in principle, have different level necessary to consider the flood risk behind the river, which however is not currently applied in planning the river due to the lack of scientific methods. Therefore, to develop a reasonable method for zoning the flood defense levels of river intervals, the methodology of the QRA (Quantitative Risk Assessment) originated from the reliability engineering was introduced to a river interval with highly urbanized area. First, the authors presented the FN curve showing the numbers of fatalities at various flood frequency conditions. Then, they evaluated the adequacy of flood risk comparing with the societal risk tolerance criteria for the river basin. Finally, they adjusted the flood defense level according to the distributions of population, land use, and buildings in riparian and checked whether it satisfied the risk criteria or not.

    Seoul Metropolitan Government Policy Discourse in the are of Local Autonomy and the Changing Patterns of the Parks along the Hangang River

    This paper presents an investigation into the changing process of the Hangang River based on the discourse about its parks by the period. The study especially examined political and social drivers of the river during the period of municipal administration by mayors that held office after popular elections when the full-blown construction of parks along the river began along with the policy intentions of subjects that led changes to the spaces of the river and the changing patterns of park sites that were actually turned into parks along the river. The outcomes included the followings: first, the policies of making a park along the river promoted the recovery of naturality and the continuation of ecological restoration and reinforced landscape improvement and cultural foundations over time; secondly, park sites gradually emphasized visual designs and moved in a direction of valuing cultural activities and various experiences while keeping their sustainable ecological designs. Finally, the parks along the river made changes from the finite spatial meanings of natural environments to the meanings and roles as places offering landscapes, connections to the downtown, and experiences for citizens.

    An Analysis on Characteristics and Improvement of Residential Service Program for Public Support Private Rental Housing: Preliminary Certification for the Residential Service Program

    This study analyzes the results of the evaluation and the business plans of the Residential Service Preliminary Certification that took effect on June 2016. Thereby it is intended to identify characteristics of each item and needs of Residential Service and to suggest improvement directions for Residential Service. As a result of analyzing categorized business plans of the preliminary certification, they suggest to the specific plans for Residential Service but there is a limit of establishing concrete measure for Residential Service, before the fund is invested. As it is not possible to judge whether or not to fulfill the promise for the plan according to the preliminary certification stage, some items appear to require preparation for feasibility. In addition, concerning the analysis of needs for Residential Service, there is high demand for housekeeping and convenience support services, except essential items such as unmanned courier storage boxes and national and public daycare centers services that affect scoring. Also there are specialized services targeting the residents, such as childcare and business start-up support services.

    A Study on Method for Estimating Influential Sphere of One-way System and Direction Setting: Interpretation from the Perspective of Urban Spatial Structure

    This study is to present a methodology for estimating influential spheres and setting its direction influential urban spatial structure due to the implementation of one-way system. It is practically necessary to consider the influential spheres and current state of land use such as use of buildings within the influential spheres in implementing one-way system. In this respect, this study 1) presented a methodology for estimating influential spheres of one-way system and developed application to automate it. 2) It also presented the indicator of ‘reachability / accessibility’ that are suitable for the use of building within the influential spheres as well as methodology for setting direction of one-way system using this. Downtown areas of Seoul and Yongin, which have different conditions of urban spatial structure, were selected as the analysis target areas for study to prove the effectiveness and validity of methodology presented in this study. As a result of the analysis of influential spheres, the effectiveness of the methodology presented in this study was confirmed. In addition, issues that are difficult to predict without using methodology presented in this study were found. These findings can be summarized as follows. 1) When setting the direction of one-way system differently, the locations of affected areas and beneficiary areas are also different. 2) Affected areas and beneficiary areas are not clustered and can be dispersed. 3) The scope of influential spheres that includes both affected areas and beneficiary areas is almost the same in its scope and scale regardless of the type of one-way system. 4) The influential spheres doesn’t form a circle around the road with one-way system. Next, The result of analysing one-way system direction using the indicator of ‘reachability / accessibility’ that are suitable for the use of building within the influential spheres confirmed the validity and effectiveness since it had the same direction with one-way system in operation currently. Therefore, methodology for estimating influential spheres of one-way system and setting their direction presented in this study is expected to be used as basic data when designating and reorganizing one-way system for roads in the future.

    Determinants of Job Satisfaction of Urban Regeneration Center Employees

    Job satisfaction of workers is a very important factor not only for the growth of the organization but also for achieving the goals of the business. Although Urban Regeneration Center(URC) is a core organization that supports or promotes urban regeneration projects, and its role and importance are rapidly expanding, there are limitations in operation such as the role of the center, authority, operation method, and difficulty in securing professional manpower. This study attempted to suggest improvement measures to improve job satisfaction of workers at URC. As a result of analysis, rewarding (achievement), development potential and the number of full-time workers had a direct and positive effect, and coordinators, urban regeneration related major had a direct and negative effect on job satisfaction. Also as an indirect effect, welfare benefits and relationship with colleagues had a positive effect, and work burden had a negative effect. As the role and function of URC are expanded, securing professionals at the site is very important, so it is necessary to improve the employment stability of workers at URC, reasonable wage system, promotion opportunities, welfare benefits, etc., and even laws related to urban regeneration should provide an institutional basis for the vocational stability of workers at URC.

    A Study on Problems and Improvement of Environment Assessment for Restricted Development Zone

    The Environment Assessment of Restricted Development Zone is intended to evaluate the preservation value of RDZ and is used as a major tool for RDZ adjustment. 20 years have passed since the EA began, but there is a lack of discussion about EA. In this paper, the EA was reviewed, the characteristics of the EA were revealed, and proposed the problems and improvement measures. Due to the evaluation method of EA, some of six index had a relative superiority. In addition, among the 6 index, there was an index that were difficult to be considered as index of ecological environment conservation value such as elevation, slop, agricultural suitability. Although it is necessary to continuously update the EA grade, only some index can be updated due to characteristics of raw data. The adjustment of RDZ is expected to continue in the future. Therefore, in terms of urban growth management, it is necessary to use a clear basis for adjusting RDZ or to introduce improvement measures to overcome the problems of EA.
