To establish the metropolitan transportation policy effectively, the Special Act for Metropolitan Transportation Management should be revised. In this study we have reviewed existing the Special Act for Metropolitan Transportation Management and the necessity of revision of the law is provided. The major issues to be revised are as follows. The Metropolitan Transportation Plan should be planned as long-term plan to hold the equal rights with other legal plan. And transportation plans should be consolidated with three leveled plan to consider the metropolitan transportation establishments. At last, the ratio of national subsidy should be enhanced to be solved the financial difficulty of local government and the appointment criteria of inter city road and rail road should be established clearly.
