    Archives acquisition activities and rule of the colonial chosun government general

    Until now, archives of colonial era preserved in each public institution including National Archives & Records Service can be called as the results of colonial chosun government general's records management activities. However, it is a fact that only the fragment of the archives from colonial era remained in public institutions without maintaining integrity of record. Therefore, it is virtually impossible to restore operations process of the era only with current records. It is somewhat because some records were institutionally abrogated by valuation selecting standard of colonial chosun government general, but it is more likely the result of systematic destruction of documents and records upon liberation. On the other hand, although records that were being preserved by colonial chosun government general's acquisition policy escaped the systematic abrogation, the scope and target of the historical records were changed according to acquisition policy. Historical records managed by each inquiry agency of colonial chosun government general were collected to be used for fundamental information of colonial rule or compilation of Chosun history. However, archives collected by colonial chosun government general could not escape partiality as a goal for colonial rule had priority over the standpoint for recording Korean society. Although records management system of colonial chosun government general was introduced from Japanese government's system, it clearly shows colonial characteristics in the process of collecting Chosun's historical records and its use.

    Improvement of Contemporary Records Management System of Korea(1969-1999)

    The period from 1969 to 1999 is characterized as the times of radical reform in contemporary records management system of Korea. First, National archives was organized and it's function has been upgraded. Second, regulations of records management were established, revised, and integrated into a regulation of office management. Records disposition schedule was set up. The last, public records law was established. According to this law National archives was reorganized such as the national center of archival institutions. Principles of registration, classification and compilation, based on the principle of provenance, were established and the system of archivist was introduced.

    The Introduction of archival science and the renovation of records Management(since 1999)

    This article deals with the short history from 1999 to the present time, how the Korean record and archives management world had grown up, and what the development of the branch of records and archives studies resulted in. First of all, it is looked out upon the transition and feature of each initiative bodies of records management, containing the records producing body, records and archives management body, records and archives professional body, and civil society. As a result, this article points out the disequilibrium state of the records producing body and civil society, for all the growth of records and archives management institutions and records and archives professionals. During the time of establishing the law, the Korean records and archives management had been made a rapid progress by some part of the leading group being to Korean Records and Archives Service and the society of professionals. But it is estimated only the malformed development depending on the model of elites, although we could achieve the establishment of Korean Records and Archives Act. The condition of records and archives management of the Participation Government was distinguish from the state of former times, being driven up the renovation of records and archives management. The main power of the renovation was sought our by overcome of the elite model with the development of archival institutions and professionals extending wide range. Particularly professionals to accept the education of graduate school grew up in quantity and quality and then they let the pattern of the collaboration with archival institutions rake root in Korea. As The Road Map on the Renovation of National Records and Archives Management was made, the government put into practice, so the management of records and archives in Korea could take a step of steady and continuous growth. But the development of the records producing bodies and civil society is staying at the low level as yet. Accordingly it is expected to have the most important means that the professional instruction become to normalize and archivists who posted in public agencies after graduating professional education program discharge their duties. And each public agencies have to speed up to set up the institutions for records management including some archivists so that overcome the condition of underdevelopment as fast as possible.

    A Study on Records Management System through Kyeonggukdaejeon(經國大典)

    This study is focused on clarifying the Joseon Dynasty Period's records management system mentioned on Kyeonggukdaejeon(經國大典). Through out investigations of the legislations of public records in 'creating stage', it was revealed that is, records in creating stage had characters of original records and those was managed as the records themselves and circulated by sending and receiving, and finally those was kept and used in each agency. Through out investigations of the legislations of public records in 'management stage', it was revealed that is, as the Records Management Organization the Chunchukwan(春秋館) was a government agency that is composed by 15 central government agencies' concurrent officials(兼任史官) and took charge of both records creating and records management, and was a central government body for compilation of the Sillok(實錄). As National Archives the Sillok was not accessible at that time. In this point the Sillok is basically different from modern archives that is preserved for use. And the Sillok was compiled from original records. In this point the Sillok is basically different from modern archives that is arranged from original records.

    A Study On Managing Electronic Mail Messages as Records of Public Institutions

    It is not an overstatement that nowadays electronic mails are communicated more frequently as well as conveniently than phones and facsimiles, not only in routine life hot also in business transactions. Also, it is evident that emails will be used more and more as a communication method between internal and external organizations. If the information transferred and received via emails takes a role of business records, it is no wonder that emails should be uniformly managed as public records. Currently, however, specific policies or guidelines for the management of email records are not available, nor do most of public employees realize that emails are the actual records of the organization. In fact, the three research methods have been used for this study in the purpose of the establishment of email records management scheme. First of all, bibliographic research has been conducted in an effort to describes the definition and types of email records indicated in the guidelines of each nation, as well as the differences from the transitory email messages. Secondly, email management guidelines and policies of public institutions of England, The United States, Australia, and Canada, so-called the advanced countries of the records management, have been analyzed to examine the advanced examples of email management. In order to manage email records effectively, the functional requirements - capture, classification, storage, access, tracking, disposition, and role and responsibility were categorized in this thesis, based on the ISO 15489. As the designs of these foreign guidelines vary one another, common factors of them were extracted to be included in the realm of the seven stages. Lastly, this thesis has analyzed characteristics of the email system within the Electronic Document Management System of existing administrative institutions. Also, it has examined the overall environment of the email records management of public institutions and sought out its improvement. In essence, focused on the crucial factors on email management drawn out from the email management guidelines of foreign nations and the analysis of the policies, this thesis proposes an email records management scheme for Korean public intuitions, as well as an email management model suitable for forthcoming e-government era.

    A study on the construction of records management criteria

    With the reform of records management law, the organization should manage a new criteria scheme of record management based on business task and process. The new criteria scheme includes business explanation, preservation period, cause of setting up preservation period and opening information, access authority, keeping records or not. In the past, there were also some regulations and criteria but, records management criteria should be managed systematically and rationally than past in electronic environment. In this study, some previous cases about records management criteria constructing and operating were introduced first. And various characters about records management criteria were reviewed after that, process sample and methodology were proposed for construction of each criteria. If the records management criteria were constructed properly according to goals and objectives of records management and the results were managed through electronic system, the consistency of records management will be kept well and value changes of business and records will be reflected dynamically.

    Business organization have developed in close association with the society afterward. Moreover, under capitalism business archives, though they are created in private sector, have started to have public characteristics and be used in public domain beyond internal use in business organization. Records and Archives management at a corporate level increasingly become indispensible. Business organization can use archive management to improve job efficiency and customer service and to facilitate legal matters, marketing, advertising, property management, personnel management and publicity. Additionally, They can secure corporate identity and social reliability as well as transparency in management. This is turn helps secure corporate competitiveness to play as a medium for creating new profit, which will enhance corporate brands. The records and Archives management, which recently kicks off among business organization, are to collect scattered archives and seek systemic management through archives management systems. This study present ways to collect archives scattered before archives management systems were adopted according to archives management. As a prior investigation, the scope and characteristics of business archives are defined. Visit to business organization to collect data and interview with officials responsible were carried out as a preliminary investigation to conduct acquisition policy. Based on the results of the investigation, acquisition policy of Meritz was conducted into internal and external collection activities, event collection activities. Value appraisal and display appraisal of archives were established as a appraisal policy for efficient management and utilization of collected business archives . This study takes the case of Meritz Fire & Marine Insurance Co, Ltd (Meritz) as a example to present ways to manage business archives specifically.

    A Study on the Positive Circle System in Managing Records and Archives by Value Analysis

    In genaral appraisal is process of the determining the length of the time records should be retained, and is defined as selecting records with second value. However, appraisal in boroad term includes analysis which value recrods have as well as selecting archival records. It means that analysis of Records value is carried and reflected in every processes of maintenance, use and disposition of records. One of characteristic in records and archives management is that records process doesn.t finish as one process, but it creates and manages records repeatedly. When another records are created again after the previous process in these system, it should creates records with better value than before. It pursues positive circle system which satisfy users whenever it starts. The study reviewed how analysis of records value is reflected in Records and archival system in Korea, and analysed Public Records and Archives Act to approve it. In results the study suggests having positive circle system finally.
