    A Study on Roles of Archival Science for Building Social Memories

    Archival science is prior to explore meaning and role of recordmanagement in given environments rather than developing recordmanagement methodology. Electronic record environments don’t merelymean to exchange record management medium from paper to digital. Themost important point exploring in electronic record environments is notmanagement skills or methods, but meaning of records and role of recordmanagement in contemporary society. All these days, however, the theoriesand methodologies has been developed focusing on written records andpublic records mainly in the deep-rooted influence of positivism. In such situations, the discussions of social memories can exploremeanings and roles of record management in pluralistic society. Meanwhile,many articles in archival science has been widespread recognition thatrecords will soon be just memories in terms of objective and neutralevidence. In recently, however, conviction on objectivity and neutrality ofrecords has broken down by the influence of postmodernism on archivalscience. Therefore this article intends to explore the relationship betweenrecord and memory and to argue the roles of archival science for buildingsocial memories.

    The Case Study on a Documentation of Mega Sports Event

    The purpose of this study was to analyze developed case of archivingon Mega Sport Event for searching effective method on a documentation ofMega Sport Event. In order to conduct this study, literature review methodwas using about book, thesis and data of internet homepage for exploringthe stage on Mega Sports Event and case of Mega Sports Event recordmanagement. The field study was conducted about institute related toOlympic record management institution for analysing Mega Sports Eventrecord management. The result of this study is following:Firstly, 2012London Organizing Committee of the Olympic Games’scase(The People’s Record Project) is useful to ex-ante event phase. Secondly,2000Sydney Organizing Committee of the Olympic Games’s case(OlympicGames Knowledge Management Project) is useful to event operation phase. Thirdly. LA84Foundation’s case(Olympic Oral History Project) is useful toex-post event. The significance of this study which came up with the study resultabove can be presented as follows. Based on the result of this study, it isassumed that three case for documentation about Mega Sports Event. Lastly, the result of this study was useful to Mega Sports Event recordmanagement institution. For the more, it will be conducted to study law of Mega Sport Event record management, humane and Material resource and method related torecord management of the Mega Sports Event organizing committee.

    A Study on Perception of Adoption of ISO 30301 Management System for Records Standard Certification

    The ISO 30301 MSR Standards support successful management oforganization while providing strategic plans to the issue of recordsmanagement. In Korea, these standards are established as the nationalstandard (KS) in May 2013, and also, there are actions being taken toadopt the certification of the ISO 30301 Standards. However, to adopt such certification, it is required that the certificationoperation system needs to be organized, as well as that the society ingeneral should understand about records management. Accordingly, it iseven more required an review on the adoption of the system. This studyhas the purpose in surveying a variety of stakeholders’ perception for theadoption of ISO 30301 certification given the circumstance that the ISO30301 certification is not yet adopted in Korea. For this purpose, theresearch is implemented through literature review and in-depth interviews. Firstly, the literature review looks at ISO 30301 standards and theconcept of certification that is being carried out with the ISO 30301Standards, and it discusses the necessity of the adoption of the relevantstandards’ certification. Secondly, there are in-depth interviews carried out to study for theadoption plan for the ISO 30301 certification. The participants to the interviews include five records and certification related experts and fiverecords managers at public institutions whose records management issupervised by National Archives of Korea. Interview data was analyzedbased on grounded theory methodology. This study will be able to provide significant implication to build asuccessful plan for the adoption of ISO 30301 certification by reviewingperception of professional and problem, strategy of this certification.

    A Study on the Exhibition through the Webwith Open Source Software OMEKA

    Korea has a high standard of IT environment to serve exhibit programsthrough the web with internet propagation and IT technology. However,the web exhibition of public institutions not only seem to introduce off-lineexhibitions but also not to invigorate. It is caused by the lack ofawareness, the cost of system installation and the lack of professionalmanpower. In this situation, OMEKA could suggest practical solutions toarchives where need their own exhibition through the web. Especially, itwould helpful for small record management organizations which are notenough budget and personal. OMEKA is an open source software program for digital collection andcontents management. It has an affinity with users unlike traditionalarchives service programs. It also has been variously used by libraries,museums and schools because of exceptional exhibit functions. In this article, we introduce to the installation of a practical use aboutOMEKA. Regarding to OMEKA features, we consider it to raise exhibiteffects. OMEKA would reduce the cost related to plans of exhibitions because itcould display various contents and programs which reflecting characteristics of institutions. In addition, the availability of installation and widespreadtechnological environment would lessen burden of public institutions. UsingOMEKA, they would improve service level of public institutions and, makeusers satisfy. Therefore, they can change the social recognition of publicinstitutions. OMEKA can contribute to various exercises of public records. It is notjust the stereotypical system but, serves exhibition and collections with thestrategy which each public institution would like to display. After all, it notonly to connect to users with producers but also to improve the publicimage of institutions positively. Then, OMEKA would bring the great resultthrough this interaction between public institutions and users.

    Archival Appraisal Strategy and policy for documentation of Contemporary Society

    This paper is a discussion on the archival appraisal system that operatesto document big events of the society or major public policies. The writerbrought up three suggestions; the first is to develop documentation strategyto select archives at the same time it is created. This means that whatmatters is the scenes contained in the archives, and therefore they mustreflect as wide social context as possible, which the writer considered asbeing caused by the change of thinking on the value of archives. Thesecond is to develop tools to acquire archives that satisfy such strategy. The third is the sustainability of such documentation strategy and archivalacquisition methods. Regarding this point, the writer discussed theproblems of current national archival system of Korea.

    Implementing a Model for Developing Participatory Labor Archives for Shipbuilding Labor Digital Archives in Young-do, Busan Metropolitan City

    This study aims to implement a model for developing participatory laborarchives for shipbuilding labor archives in young-do, Busan, and to findpossibilities of building digital labor archives as participatory ones. Themethodology of locality documentation has been applied, and localityarchives accepting participation of people with experiences from shipbuildingindustry have been examined. Omeka was applied because it is anopen-source software and provides additional functions which supportvarious user participations and web-publishing. Following the the model,firstly, a preliminary investigation was conducted and research of participatoryagents and records was proceeded. Secondly, it collected and describedinformation of the agents and records by institutions with records andprovenance. Thirdly, it developed archival contents specific to events,persons and workplaces in association with archival information. For thefollow-up study, plugins were installed and tested to apply for furtherexperiment with participation.

    A Design of Narrative Structure for Documenting Environmental Conflicts : Case of Mi-ryang Transmission Towers Construction Conflicts

    Documenting environmental conflicts will be a priority target fordocumenting localities, because those conflicts are critical events that makeintensive ‘place experiences’ of local residents. This study is to design anarrative structure for documenting conflicts in the process of TransmissionTowers Construction in Miryang. This study begins with analysing the characteristics of environmentalconflicts, and draws a conflicts documentation model including basic rules,narrative structure and development process. Basic rules are set up asmixed documentation of memory and evidence, application of ‘frame’, anddynamic description. Based on the rules, this study suggests a dynamic andopen narrative framework adopting the metadata model of ISO 23081. This model is applied to documenting Transmission Towers ConstructionConflicts in Mi-ryang. The full narrative and ‘frame’ of the conflicts are setafter analysing development and issues of the conflicts, stakeholder, andproperties of each conflict problem. Records descriptions are related to thecontext(each event occurred in the conflicting conditions, mandates, andstakeholder) descriptions to make multiple narratives in digital environments. Event description contains elements for articulating the ‘frame’ of each party of the conflict. The merits of this model are; i) to accumulate the adequate contextinformation systematically by adopting dynamic narrative model, and ii) toacquire the new items and connect them to related items easily andconsistently through multi-entity description. This documentation model ofenvironmental conflicts may support to shape the collective memory ofcommunity, and to achieve good governance by managing conflicts in theprocess of locating non-preferred facilities with due regard to values andperceptions of residents and communities.

    On the Transfer of Classified Records of the Special Records Center

    ‘Special Records’ means the records created by the government powerauthorities like security, investigation, intelligence agencies. Even after theenactment of the Public Records Act, these kinds of records were out ofthe control of the National Archives of Korea. The reason was certainlycomplex including the loss of control power caused by the NationalArchives’ low status, limitation of the legislation and lack of positivemeasures for the transfer of classified records. But core records of thegovernment power authorities should be transferred to the NationalArchives for the righteous records culture in the democracy. This paperinvestigates the problems concerned with the transfer of classified recordsof the special records center, looking for a practical alternative.
