    A Study of Redesigning Electronic Records Management Policies

    In consideration of the drastic transformation of records management environments, this study aims to suggest the directions for redesigning the electronic records management policies at a national level. First, it clarifies the four implicit objectives of electronic records management policies since the 2006 amendment of the Public Records Management Act, such as comprehensiveness for ensuring the appropriate management of any type of digital records, digital-friendly processes for records management, proper management for guaranteeing the evidential value of digital records, and long-term preservation of digital records. Second, it examines the challenging environmental factors in the areas since 2006. Third, it reviews the achievement of the policies as well as failures based on analyzing the policy documents and data from the National Archives of Korea. Fourth and finally, it suggests core areas and directions for redesigning the electronic records management policies, emphasizing the inclusiveness for data-type electronic records.

    ‘Demolition and reconstruction’: The direction of organizational reform in the field of history and archives for the next government

    It is the responsibility of the government organization in the field of history and archives to control preproduction of records and their production sphere. Moreover, it should also manage all kinds of archives and presidential records as its function is to manage and share public information, and carry out compilations of historical records. With this, this study explains how having all these functions would make the ideal reorganization of the government. It should correspond to principle of Government’s reorganization such as transparency, responsibility, communication. A plan for reformation needs two-track approach. I would like to propose the establishment of the ‘Ministry of National Archives’ or the ‘National Memory Committee’ at the organization that is in charge of national records and memory management. It means that the National memory isn’t limited to public sphere. In terms of Total archives, the organizations should contain the whole community’s memory. This organization should be formed independently.

    An Analysis of Discourses on Interpreting and Applying the Principle of Provenance in Archival Organization

    This study aims to logically investigate the changing interpretation and implementation of the principle of provenance by using an argument model for discourse analysis. First, it divides the history of discourses on the principle from the Dutch Manual publication of 1989 up to the present into four areas, which includes establishing, diffusing, transforming, and expanding or deconstructing, and articulates the core discourses of each. Second, it designs the argument model for analyzing the discourses on the principle by applying Toulmin’s argument model and Dunn’s policy argument model. Third, it selects the articles and books that cover the core discourses of the principle, and analyzes their contents in consideration of the argument model. Fourth and finally, it presents four argument models corresponding to each area of the discourses.

    A Study on Open Source Transition Strategy of Record System

    This study aims to analyze the environment for the open-source records system and to identify the risk and requirements for the success of the strategy in Korea. For this, Chapter 2 presented a review of the strategic benefits of open source to public organizations, developers, and users. It also discussed the process of cooperatively developing and releasing the source code and the technology infrastructure supporting open source. In Chapter 3, six representative open-source projects in the field of records management were selected, and case studies were conducted. To derive comprehensive implications, we have divided the main development body of open-source projects into international organizations, international cooperation systems, national archives, and software development companies. We also analyzed the background and purpose of each project, the agents of development and funding, the governance model, the development period and cost, the business model and software architecture, the community composition, and the licensing strategy. Through this, we have derived four critical success factors. In terms of technology, a component-based design was required; therefore, we proposed a microservice architecture and a model–view–controller design pattern. Next, it was necessary to reestablish system requirements of records center and archives. Moreover, we also proposed a dual licensing strategy to allow developers to easily participate in open-source projects. Lastly, we emphasized a strong governance structure and an effective cooperation framework to create a sustainable community. For a record system to be open-source successfully in an organization-centered market, the roles of software developers and end users should be exercised more in the community. To achieve this, it is important to build various collaborative tools and development infrastructure from a planning stage to a centralized one.

    A Study on the Meaning and Value of Korean Indie Band Records

    Music has been created and played in various environments over a long time, with each piece having distinct sentiments and stories. Different people can have varying interpretations of one song depending on their viewpoints shaped by personal experiences and attitudes. In fact, the audience’s understanding may differ greatly from the songwriter’s intended message. Knowing this, music can serve as a reflection of one’s contemporary sentiment. In the works of art such as music, the creator’s intention becomes the background of the work or, sometimes, the main meaning. However, given that popular music is often under the control of companies and distributors and influenced by “capital,” creators are required to adjust to mainstream preferences and, therefore, cannot fully express themselves in their music. On the other hand, indie music allows creators to pursue their own music given its “independence” from capital. With this, this study aims to collect and analyze data on the activities that Korean indie bands carry out, and examine their meaning and significance in society.

    A Case Analysis Study for Vitalization of Domestic Compilation of Catalogue Raisonne

    Catalogue raisonne is a holistic work record of artist which describes academically significant record information related to works by cataloging major works of an artist. Such catalogue raisonne is used as research material for exhibition planner and researchers and even used as fundamental material for winnowing out authenticity of work. Compilation of domestic catalogue raisonne is at an opening step, but in foreign countries, the art related institutions and artist foundations play key role in compiling catalogue raisonne of artists. Cataloge raisonne is an essential element of record about the art work and relevant information. However, as the description of catalogue raisonne can vary in accordance with characteristics of artist and art work. Therefore, this study has analyzed catalogue raisonnes of artists published in foreign countries, examined the characteristics and description element of catalogue raisonne in details and aims to contribute to compilation of catalogue raisonne of authoritative domestic artists.

    A Study on the Meaning of Record Contents Based on Record Continuum: Focusing on the Record Contents of Religious Institutions

    This study reinterprets the meaning of the record contents from the viewpoint of the record continuum to find ways to enhance the usability of records that are emphasized by the electronic record environments. In general, in academic discussions and practical examples, record contents are recognized as digital media produced by putting a high level of computer technologies and a big budget based on some records related to specific subjects. To enhance the usability of, and spread the meaning through, records, it is necessary to shift the awareness in record contents. For this purpose in Chapter 2, to grasp the meanings of the church records as well as the utilization direction, it is necessary to analyze the organization and function. Therefore, the analysis of the organization and function of the church was examined. In Chapter 3, this study attempted to find the meaning of the contents of church records in each dimension of the record continuum in relation to the mission of the church, which was identified through the organization and function analysis of the church. In Section 3, which corresponds to Dimension 4, the meaning of church record contents is diversified in society. In the end, this study suggests that the meaning and use value of records can be found in everyday life and can then be spread to society as well.

    A Study of System Design for Management the Confidential Records

    With the enactment of regulations on confidential records management, the management of confidential records has become more important than ever. However, there remains no management method in the field of records management that takes the feature and values of confidential records into consideration. For this, this study processed electronically confidential records managed in a non-electronic environment. In addition, we developed a system that will allow public institutions to manage confidential records independently, that will prevent loss of information because of loss of or damage to the confidential records, and that can be used conveniently in the digital security environment of authorized users to establish a foundation for commercial management. In this study, we analyzed the system configuration requirements according to the international standard for the records management of a confidential records management system and system-related issues such as system design based on the analyzed requirements, system security and encryption, and metadata, the overall process of establishing and outputting secret management records and standard management.

    A Study on the Archiving of a Social Phenomenon through Neologism

    Language is an important medium for communication among the members of society and a mirror that reflects society as a whole. As society and culture change and develop over centuries, language follows suit. To keep up with the changes in the new era and express new concepts, countless new neologisms continue to appear. Recently, the use of neologisms is getting increasingly focused on social networking service and other Internet communication sites, which then spread rapidly through various media. If you look at the popular neologisms on the Internet, it implicitly reflects conflicts between the eras and the generations, people’s psychology and ideology, and social phenomena such as culture. The function of neologisms is not solely for the entertainment element of communication but also for criticizing social problems and their vital use as a search keyword. This study focuses on the meaning and importance of gathering information and analyzing records about neologisms that reflect the social phenomenon in a certain period, and this will be labeled as “neologism archiving.” This study proposes a direction for the construction of a neologism archive by comparing the currently existing neologism archiving system with the existing dictionary concept. In addition, this study serves as a reminder of the convenience and the contemporary social phenomena, such as smooth communication between generations, and the dissemination of inequality of information sharing. Lastly, this study aims to support experts with their research on neologisms for the social phenomenon.
