    A Study on the National Archives and Records Management Committee

    This article analyses 10 years of the operation condition of the National Archives and Records Management Committee since its constitution. The object is to provide basic data for its evaluation. The Committee deliberated specific issues defined by records management act. The issues and the reports were concentrated on the task of the National Archives. As a consequence, the Committee could not play a role as a governance organization but as merely a consultative body of the National Archives.

    A New Model of Records Centers, Integration Archives : Reoranization of the Education office Records Centers

    The foremost priority for establishing record management of public institutions is strengthening the function and role of the records centers in the institutions and creating the foundation of the organization and personnel for demonstrating professionalism of archivists. However, concept of current records center is not clear and there is no substance of the organization. It also says that once a records manager is deployed, a records center is founded since appointment criteria for archivists is prone to be interpreted subjectively by the institutions. Therefore, it’s time for more concrete improvements to resolve these issues. This research analyses some problems found in the system of records centers in the main office and district offices of education focusing on the environment of them. The problems are centers without substance in district offices of education because of the organization structure that all authority has been assembled in the main office, and the reality of records managers who have fallen into records discarders, etc. To solve these problems, this paper proposes changing the appointment criteria for archivists, operating an integrated records center reflecting the intensive working system, and legislating special act on record management of educational institutions.

    This paper is an example of records & archival management in Sagamihara City, Japan. The purpose of this paper is to examine the process and main contents of the Japanese record community making ‘exemplary records management system’ in the region. Specifically, the organization of the Records Management Council, which performs the limited function and role of the ‘advisory body’, actively utilized the organization of ‘local government’, which is the main governance organization of municipal administration in the process of regulating the ordinances and related regulations. In this process, related record information at each stage of record management is actively provided to the members of the society. This case is significant in that it presents the “practical view” of the recording community in the reality of the records management in Korea where there is no archive, which is the material foundation of the realization of ‘systematic record management’.

    Analysis on the Global Trends for the Preservation of Public Audiovisual Heritage and the Urgent Tasks for Korea Public Audiovisual Heritage Preservation

    As a communication language, non-text records and archives such as photographs, images, and videos are becoming more important than text records. As a result, domestic institution, organizations, and specialists related to record management have been emphasizing the necessity of the archive management system appropriate for the distinctive characteristics of image records. This paper summarizes the points to be considered for the establishment of the Korean audiovisual archives management system, based on the writer’s experience of participating in the International Audiovisual Archives Management Training for professionals in the world(INA Frame) of 2018. In particular, various types of contents including cinema, broadcasting, cultural should be managed at the national level. Furthermore, the necessity of a new concept establishment for “public audiovisual heritage” is accentuated. In addition, the tasks regarding the establishment of foundation, such as the modification of the related systems and infrastructures, and the layouts of the institution or governance, should be reviewed and revised. Moreover, the preliminary tasks revised, should be lead to the establishment of stable management system for public audiovisual archives of Korea.

    Redesigning Disposition Authority Template for the Records Produced in Complex System Environment : A Case Study of Factory Founding and Registration Activity in Local Government

    Currently, the appraisal system for public records is mainly based on the disposition authority named ‘Records Management Criteria Table,’ which has many limitations in digital environment. Especially, it does not apply to other systems than the ‘Business Management System’ and does not adequately reflect the complex environment of records creation. The purpose of this study is to suggest ways to improve the ‘Records Management Criteria Table,’ so that it can be applied to appraisal of records created in a complex work environment. For this purpose, this study investigates a case of ‘Factory Establishment and Registration’ activity performed by local governments. For this activity, related laws and regulations, business processes and systems for those processes are analyzed and types of records are examined by each business process and system. Based on these analyses, the development procedure and structure of a new ‘Records Management Criteria Table’ are suggested, so that it can be applicable as disposition authority in the complex environments of records creation.

    Common Business Analysis of Disaster and Safety Response Processes Based on Crisis Management SOP Manuals for Development of BRM

    In order to effectively respond to repeated disasters, the most important thing is the systematic management of records which were produced from past disaster response processes. It is necessary to develope a business reference model(BRM) to incorporate scattered disaster safety record information resources into the record management system. In this regard, this study examined crisis management standard operation procedures(SOP) manuals and analyzed common businesses of disaster and safety response processes. Based on analysis of 28 manuals three times, 1,667 main business transactions are drawn, which are grouped by 5 middle functions and 20 small functions. Furthermore, by looking at forecast records by business type, several insight is proposed in terms of disaster and safety response business processes and of disaster and safety records management.

    An Improvement Direction of Judicial Records Management System : Focusing on the Judicial Archives Center

    The purpose of this study is to examine the current situation of the judicial records management by paying attention to the lack of relevant research despite the specialty and importance of the judicial records. This study indicates there is much room for improvement. In order to define the judicial records, we first classify the kinds of judicial records produced according to the functions performed by the court. And we inspect how the records are managed and how the judicial records management is operated. We identified the legal and institutional aspects of court records management. Based on this, problems such as lack of records center, lack of records manager, and redundant management of records belonging to court records were derived. As a way to improve this, We proposed the establishment of the archives, the expansion of the records manager or archivist, and the integrated management of the records management institutions.

    A Study on the Improvement for Archives Service Quality of Central Government Agencies Using QFD

    Archives of Government-Affiliated Organizations have responsibility for collecting and preserving valuable records produced during the business processes of their work and for actively serving users at the same time. This study applied Quality Function Deployment(QFD) techniques to analyzing user’s actual requirements and proposing improvements for the archives service quality of central government agencies. In order to derive the components of the QFD, a survey was conducted among internal users of records centers in six central government agencies, as well as a literature study and interviews with working-level records researcher were also conducted. Afterwards, The House of Quality(HoQ) was constructed based on the user’s requirements and technical characteristics derived, and the importance and priority of the recorder service technical characteristics were derived based on it. Based on the results, archives service of central government agencies should focus on improving the usability of records for internal user. Especially, it was confirm that the support for searching, reading and borrowing services should be strengthened.

    Causes and Countermeasures of School Records Misclassifications : Focusing on the ‘General Disposition Authority for School Records’

    The purpose of this study is to investigate the current status and causes of misclassification of school records and to suggest the directions to improve the School Records Management Criteria Table(general disposition authority for school records), which will lead to misclassification reducement. This study begins with analysing the records created or received in four schools sampled for one year to investigate the status and causes of misclassifications. A advisory group including four administrative officers and seven records managers was formed and group meeting was held twice to identify the causes of the misclassification and to suggest alternatives. In this study, 33 unit tasks(transactions) with frequent misclassification were identified, and the cause of misclassification was analyzed based on focus group interviews. The main causes of misclassification were categorized into two types. This study concludes with suggesting the improvement of the School Records Management Criteria Table for addressing the causes, including commentary reinforcement and the addition of workflow to complex tasks.
