    Searching for Laws and Systems to Revitalize Private Archives

    From the beginning of the enactment and implementation of the Public Records Management Act, there has been a steady discussion on the establishment of local archives. Local archives include not only administrative records of local governments, but also private archives such as containing the lives of residents. Along with the academic discussion, there have been movements for local autonomy and decentralization. Currently, interest and discussion on private archiving are in the historical flow. In addition, private archiving has become a social concern because of the establishment of systems such as the Public Records Management Act and the Information Disclosure Act, the establishment of a digital environment, and the spread of the meaning and value of village community activities. There are several government agencies related to private archiving, and the grounds for performing their work are different, and there are many central administrative agencies to which they belong. Therefore, I propose that the National Archives take the lead and form a ‘Consortium of Private archives Management Institutions’. The organization should promote first, cooperation of collection information and archives, second, coordination of tasks and functions between institutions, and third, establishment of a nationwide private archives management system. Now is our chance. Instead of reacting on an ad hoc basis, respond systematically with a long-term perspective.

    An Study on Archival Management in Civil Sector : The Establishment of Local Government Archives in 2021

    Since the establishment of the Gyeongnam provincial archives in 2018, the researches for establishing local archives has been steadily conducted by many other provincial or municipals. This paper focus on the cultural functions of local government archival institutions and critically examine the current status the establishment stages of local archival institutions from the perspective of the whole national records management system. To do this, From 2017 to 2021, we collects the research reports which was written by the government institution conducting researches on the establishment of local archival repositories and analyzes the pros and cons of current establishment of local archives management.

    Environment Model of Relational Archives

    If archives cooperate with other archives in similar fields, various outcomes that are not possible when operated individually can be efficiently achieved. If the archive maintains a cooperative relationship between archives at all times and allocates limited resources to priority and essential activities, efficiency improvement can be expected in the operation of individual archives. If an archive tries to coexist, exchange, or cooperate with other archives, the scope and method will be different from the existing business performance. It will be different from the individually operated archive function in many ways, and new business functions that did not exist before are also required. In this study, by applying the environment model of OAIS, try to reconstruct the environment model of the relational archives that includes the partner of cooperation as a member of the archives that affects the operation of the archives.

    A Study on the Direction of ‘Citizen Archivist’ Training Program

    As interest in private records began to develop in the research of archivists, discussions began about the value of private records and how to collect and manage private records from the standpoint of archivists. After that, the conceptual discussion on community archives, from the point of view of the community, collecting and preserving their own records, and the democratization of records and the sovereignty of records are discussed. As a result of this trend, maeul making projects were started in each region, and citizen archivists appeared who do archives activities. and research on the role and system of public institutions to support them and community archives. Recently, as research on regional record activities has begun, the current status of education and activities in each region is being announced. in addition archives education programs are being actively conducted nationwide to train citizen archivists. The purpose of this thesis is to find out their identity of their, in order to cultivate sustainable citizen archivists and to suggest the direction the citizen archivists training program should pursue. First, we consider that the educational goal of citizen archivists training program is to train citizen archivists who practice the knowledge learned through education, and examine the identity of ‘citizen archivist’, the goal of training education. In this study, local archivists are regarded as local members who engage in archiving activities based on their locality, and they are judged to be the main actors and core beings in building community archives. Also the activities of citizen archivists are viewed as active and subjective beings that realize ‘Archival autonomy’ by implementing ‘Archival autonomy’. In addition, it analyzes the cases of researchable citizen archivist training programs in Korea that were conducted to foster local archivists and examines the current situation. Finally, the direction of citizen archivists training program for cultivating citizen archivists is presented. In this paper, I think that the citizen archivists training program should be designed as a curriculum to parctice the education goal, not as public program.

    A Study on the Tottori Prefectural Archives, Japan

    With the enactment and enforcement of the 「Public Records and Archives Act」, the Tottori Prefectural Archives newly enacted the “Records Management Ordinance” through a comprehensive review of the previous archive function. In accordance with this ordinance, which came into effect in April 2012, Tottori Prefecture expanded the records management institutions (Public Security Committee and Police Headquarters, etc.) A series of archive systems were improved, such as the expansion and reinforcement of the authority to appraisal and select. In addition, the Tottori Prefectural Archives went further and implemented the “Ordinance on the Preservation of Historical Documents, etc.” from April 2017. Through this, the municipalities unit basic local government’s record management support work was set as a unique function of the local archive, and a linkage and cooperation system was established for the preservation of private records of the prefecture area as well as the basic local area together with cultural heritage institutions such as museums and libraries. As a reference case that continuously guarantees the performance of various activities based on the mission and vision of the local archives in Korea that aim for ‘autonomy of records’ on the poor archival culture soil, it is worth paying attention to the case of continuous record management reform of the Tottori Prefectural Archives through the enactment of the original role and function of the archive.

    Representation of Collective Memory and Records : Reality Reading Based on Triple Mimesis

    Narrative runs through the entire human life. ‘Narrative’ is a means of understanding and experiencing human life. The past, the present and the future are not disconnected. The past is open to the future. The future defines the meaning of the past, and the past rreturn as the horizon of life. Past, present and future temporality functions as a Narrative. Records reproduce the past time as Narrative, and recount the past according to reading behavior. Reality and records complement each other with a cyclic and dialectic structure. This paper examines the relationship between reality and records. This paper applies Paul Ricoeur’s Hermeneutics to records as a tool to examine the relationship between reality and record. We want to look at how records interpret and relates to reality, and how social justice of collective memory should be should be achieved against them.
