    A Study on Recent Trends in Building Linked Data for Overseas Libraries: Focusing on Published Datasets, Reused Vocabulary, and Interlinked External Datasets

    In this study, LD construction cases of overseas libraries were analyzed with focus on published datasets, reused vocabulary, and interlinked external datasets, and based on the analysis results, basic data on LD construction plans of domestic libraries were obtained. As a result of the analysis of 21 library cases, overseas libraries have established a faithful authority LD and conducted new services using published LDs. To this end, overseas libraries collaborated with other libraries and cultural institutions within the region, within the country, and nationally under the leadership of the library, and based on this cooperation, a specialized dataset was published. Overseas libraries used Schema.org to increase the visibility of published LDs, and used BIBFRAME for subdivision of description to define various entities and build LDs based on the defined entities. Overseas libraries have utilized various defined entities to link related information, display results, browse, and download in bulk. Overseas libraries were interested in the continuous up-to-date of interlinked external datasets, and directly utilized external data to reinforce catalog information. In this study, based on the derived implications, points to be considered when issuing LDs by domestic libraries were proposed. The research results can be used as basic data when future domestic libraries plan LD services or upgrade existing services.

    Mysteries and truth of the Major Bibliocaust in the East and West

    The book is a footnote of life and memory, a sign of knowledge and intelligence, including divinity and reason, idols and destruction, praise and curse, arrogance and prejudice, truth and falsehood. The past emperors, monarchs, priests, and rulers have been controlled or slaughtered by censorship and prohibition, burning and destruction, etc. In ancient history, archaeology, war history, cultural history, and library and information science, many studies have been conducted on the burning and destruction of books, but the Western perspective is dominant, and there are nationalistic approaches and logical leaps. This study traced the truth about the destruction of the Royal Library of Alexandria in Egypt, destruction of the Baghdad libraries by the Mongol Empire, and burning more than 200,000 volumes of Korean historical documents of Japanese Government-General in Korea among the major bibliocausts with many mysteries and controversial issues in the East and West. As a result, the Royal Library of Alexandria is most likely destroyed under the rule of the Roman Empire. The massacre of the Baghdad library by the Mongolian army is a historical fact, not the manipulation and extreme exaggeration of western society. And Korean historical documents have been stolen and burned by the Government-General of Chōsen for 35 years and should be recognized as ‘200,000 + α’. Lastly, On the premise of excavating historical materials, research to investigate the truth behind the blibiocaust or libricide should be continued.

    Research Trends and Tasks in the field of Public Library Programs in Korea

    Since the 1990s, the growth of the public library program field progressed rapidly at home and aborad as the proportion of programs increased as a major job for public libraries in response to social changes and user demands. However, it is difficult to find a study to grasp the overall research trend in the field of public library programs in Korea. Accordingly, intellectual structure analysis was performed based on keyword profiling to examine research trends in the domestic public library program field. In particular, keyword analysis, network analysis and cluster analysis, and period/year analysis were performed step by step based on the author keywords (uncontrolled keywords) of degree papers and academic journals retrieved from the RISS database. In addition, based on the results of this intellectual structure analysis, the research trends of public library programs were comprehensively reviewed and future research tasks were presented.

    A Study on Complication Intention of the Samryesugwon

    In this study, Samryesugwon is compared with King Jeongjo’s anthology because it is not clear why King Jeongjo made Samryesugwon from the Three Classics of Li in a same category but in two different text. As results of this study, it is hard to find information of title because there is no table of contents on the Samryesugwon. Also, King Jeongjo considered and respected the Yili and Zhouli as the original Classics of Li, but not the Liji. Last, it turns out that there is the passive fixed pattern in the way of abridgment instead of the unique characteristic of Jeongjo’s abridgment which was compiled before. This research has an academic significance because it figure out the reason why King Jeongjo compiled the Samryesugwon and what his perspective on the Three Classics of Li by textual analyzing as abridgment book.

    A Study on the Development of Feasibility Evaluation Model for Establishment of Public Libraries

    Article 31(1) of the Libraries Act(Act No. 18547), which was completely revised on December 7, 2021, stipulates that “the head of a local government or the superintendent of a city/provincial office of education must formulate a plan for the establishment and operation of a public library in advance and obtain the pre-evaluation of the feasibility of establishing a public library from the Minister of Culture, Sports and Tourism.” Through the preliminary feasibility evaluation at the construction stage of the public library, it is possible to adjust distribution to improve the adequacy of scale and resolve regional imbalances and gaps. In addition, it is expected to increase service satisfaction and operational enhancement by inducing faithful securing of core infrastructure (librarians, collection, facilities, systems, etc.) in terms of balanced regional development and public library construction. The purpose of this study is to develop and present the basic direction and feasibility evaluation model for establishment of public libraries. The proposed evaluation model is expected to secure the legal basis and institutional legitimacy of the pre-evaluation system for public library establishment and to prevent waste of tax due to poor construction and operation of public libraries.

    Study on the Place Image Factors for Place Branding of Public Libraries

    This study generated primary data for supporting the place branding as a part of the library advertising and marketing strategies to increase public library visits. The literature review enabled the use of the place branding concepts to discover the relationships among the constituent parts, factors, expected outcomes, and loyalty, then to develop the research model and the hypothesis, which were verified using the Structural Equation Model. There were 34 research hypotheses, of which 21 were adopted. The place image factors such as library reliability, library reciprocity, and library safety were found to be significant. This study derived social contribution value as new place value and place image factors as the potential brand image of public libraries. It helped select the place image factors that best fit the local library’s core values (i.e., place value). This study is meaningful because it is a fundamental study to introduce place branding in public libraries as an advertising and marketing strategy. And it is expected that public libraries will grow into high-quality brands with high awareness, loyalty, and secure leadership in the local community.

    A Study on the Evaluation and Improvement of Accessibility in Korean Online e-Journal

    This study aims to improve the accessibility of websites that can search for online e-journals and check the original text, and the accessibility of web contents in the form of article papers. In order to publish online e-journals in Korea, article contribution management system is used, and services are provided through public or private academic DB companies. There was no content related to accessibility in the publishing and editing stage of online e-journals. In the case of foreign countries, objective to comply with Level AA of WCAG 2.1 to improve accessibility of websites and web content. In addition, the level of accessibility of academic journals is guided through VPAT. In order to improve access to web content in online journals, Accessibility matters are added to the academic society’s editorial and publication regulations. Accessibility education should be provided to journal editors. Accessibility checklists should be developed and researchers should verify themselves. To improve the accessibility of online e-journals to websites, For equal use, various convenience functions should be provided when using the website. It guides the accessibility function to the article contribution management system. Each academic and academic DB company should be required to submit a Korean VPAT.

    A Study about Building a Community of Practice of Experts for Sharing and Using Research Data

    This study analyzed domestic and foreign literature and examined cases of foreign Community of Practice(CoP) of experts to find out what benefits researchers can gain from participating in their CoP, how the CoP was established, and how data is shared within the CoP. In addition, this study discussed on how to establish a CoP of experts in Korea for sharing and using research data. By participating in the CoP of experts, members can be provided with the opportunity to build an experts’ network and have a chance to meet with various experts, to acquire and share their expertise and information, to receive help from other experts, to learn about their expertise, and to have opportunities for professional experiences. In addition, this study discussed 4 factors such as operation method and management system, memberships and number of members, activities, and management of data and repository for establishing a CoP of experts for sharing and using research data. This study provides a knowledge base for building a CoP of experts in Korea.

    Analysis on the Characteristics of Construction Practice Information Using Text Mining: Focusing on Information Such as Construction Technology, Cases, and Cost Reduction

    This study aims to improve the information service so that construction engineers and construction project participants without specialized knowledge can easily understand the important words and the interrelationships between them in construction practice. To this end, using text mining and network centrality, the frequency of occurrence of words, topic modeling, and network centrality in construction practice information such as technical information, case information, and cost reduction, which are most used in the Construction Technology Digital Library, were analyzed. Through this analysis, design, construction, project management, specifications, standards, and maintenance related to road construction such as roads, pavements, bridges, and tunnels were identified as important in construction practice. In addition, correlations were analyzed for words with high importance by measuring Degree Centrality and Eigenvector Centrality. The result was that more useful information could be provided if the technical information was expanded. Finally, we presented the limitations of the study results and additional studies according to the limitations.

    A Descriptive Study on Chinese Newspaper Coverages of Gwangju Student Movement

    The discovery of new historical resources is important in that it ensures the sustainability of future researches and enables new interpretations and expansion of them. The purpose of this study is to describe the characteristics of Chinese reports related to the newly discovered Gwangju Student Movement in terms of contents. In particular, since Chinese reports contain the same expressions and contents, we tried to figure out which materials from Korea and Japan were cited the same and what kind of relationships there were. The analysis results are as follows: First, the relationship between the reports on December 6, 1929, which were newly claimed as the first reports, and the Gwangju Student Movement was explained in detail. Although there is no specific indication that the distributing of manifesto and arresting case on December 6th in Seoul was related to the Gwangju Student Movement, it should be viewed as the first reports made to support it. Second, in previous studies, it was revealed that the contents known as the newspaper’s own reports were actually quoted from previous reports in Korea or Japan. Third, it was confirmed that the contents of reports could be affected by the citation reports according to the political characteristics of the newspapers.

    A Study on the Perception of Information Search Process(ISP) and the Verification of Effectiveness of Scaffolding Strategy

    In this study, the adolescents’ perception of the Information Search Process(ISP); their anxiety and the need for intervention during the process were investigated based on Kuhlthau’s ISP model, and the relationship among the factors was analyzed with structural equations. In addition, the effectiveness of scaffolding strategy to the experimental group during the class was verified. The main findings are as follows. First, as a result of exploring the anxiety felt by learners and the need for intervention in the information search process, it was found that the presentation stage had a significant effect on the anxiety, and the collection, presentation, and assessment stages had significant effects on the need for intervention. Second, as a result of controlling each variable to investigate the anxiety felt by learners and necessity of intervention in the information search process, it was confirmed that among the demographic variables, the difference between the first graders and the second ones was significant; and the difference in the metropolitan area was more significant than that in the Gangwon province. Third, as a result of paired t-test and covariance analysis on the control group and the experimental group, it was confirmed that the anxiety and need for intervention of the experimental group were statistically significantly reduced. The significance of this study lies in the point that it presents a practical basis for applying scaffolding strategies appropriate to information search process in the field of education.

    Comparison Analysis of Co-authorship Network and Citation Based Network for Author Research Similarity Exploration

    Exploring research similarity of researchers offers insight on research communities and potential interactions among scholars. While co-authorship is a popular measure for studying research similarity of researchers, it cannot provide insight on authors who have not collaborated yet. In this work, we present novel approach to capture research similarity of authors using citation information. Extensive study is conducted on DATA & KNOWLEDGE ENGINEERING (DKE) publications to demonstrate and compare suggested approach with co-authorship based approach. Analysis result shows that proposed approach distinguishes author relationships that is not shown in co-authorship network.

    A Study on the Analysis of Korea’s Library Policy and Performance to Establish Libraries’ Role in Discovering Individuals’ Potential

    This study examines the policies currently announced in the “3rd Comprehensive Library Development Plan” in relation to the discovery of individuals’ potential in libraries and analyzes the current status of the tasks promoted and executed by central administrative agencies and municipal and provincial libraries based on these policies. Based on the analysis results, this study presents the methods for libraries to play their role in discovering the potential of individuals in the future. According to the results of this study, due to the poor performance of libraries resulting from reduced in-person events because of library closures and the promotion of non-contact services such as humanities classes and cultural programs in response to COVID-19, it is necessary to establish systems to support emergency management and non-contact programs in response to COVID-19, as well as increase the budget for extending reading culture projects for underprivileged regions and people. In addition, it is necessary to discover quality long-term, non-contact programs, provide infrastructure for non-contact program operation, and develop guidelines. Second, it is observed that communication- and discussion-type social reading programs need to be promptly converted into and operated as online classes. Third, the study results confirm that it is necessary to prepare measures to reinforce external cooperation, such as improving the convenience of and accessibility to information use for users, conducting seminars between domestic and foreign councils, promoting one-stop data sharing systems, executing data digitalization, expanding library infrastructure in preparation for the post-COVID-19 era, and promoting public relations activities.

    A Study on Faculty Perception of Research Performance Evaluation

    A survey was conducted to analyze the perceptions related to research performance evaluation from 2,618 professors. The survey is to find out the perception about two parts. One is a survey of professors’ perceptions about the faculty performance evaluation, which is currently being conducted at each university. The other is that we analyzed the perception of the introduction of qualitative performance evaluation indicators, an alternative to the quantitative performance evaluation. As a result, we confirmed followings. Quantitative research performance evaluation is carried out in most universities. Research performance evaluation is not appropriate for a department or research field. And an extension of the evaluation period is required. Quantitative evaluation have a negative impact on the academic community. Quantitative evaluation needs to be improved. As regard to the introduction of the qualitative evaluation, we confirmed that professors perceived that qualitative evaluation is necessary to evaluate research performance, and they also have negative opinions about introduction of qualitative evaluation.

    A Study on the Analysis and Improvement of the University Library Program Participating in ACE Project

    Universities contribute to the development of the country and society by cultivating professional manpower with knowledge and qualifications as democratic citizens through education and research activities. To this end, the government is improving the basic capabilities of universities and supporting autonomous innovation through university financial support projects. Since the financial support project differentially supports the government's finances limited to universities with a comparative advantage through fair evaluation, the role and function of the university library, a basic educational facility and core institution that supports education and research, is important. However, university libraries have not been able to actively participate in the government's financial support projects due to financial and manpower shortages, poor environments such as facilities, facilities, and spaces, and low participation rates for students. Therefore, this study investigated and analyzed the program operation cases of 18 university libraries in which libraries participated among 45 universities selected for the ACE project (2010-2016), derived problems and implications, and questioned the roles and achievements of university libraries. Based on the results, strategies and measures to be considered by university libraries in preparation for the government's university financial support projects were proposed.

    Circulation Trends of a Public Library during the Covid-19 Era: An Analysis of Circulation Statistics of A Public Library from 2019 to 2021

    This study examines circulation status and trends of a public library during three year periods from January 2019 to December 2021. There was a statistically significant difference in the mean number of circulation between the pre-Covid-19 period and the Covid-19 period, and the Covid-19 period and the Covid-19 recovery period. However, no significant difference was found between the pre-Covid-19 period and the Covid-19 recovery period. Across three years, there was a significant difference in the distribution of circulation per month. Circulation distribution was also significantly different among different days of the week and different hours of the day. Monthly circulation distribution and hourly circulation distribution during the pre-Covid-19 period was similar to those of the Covid-19 recovery period, whereas those of the Covid-19 period differed from the pre-Covid-19 period and the Covid-19 recovery period. It is expected that the results of this study could contribute to the collection development, and the management and improvement of services of public libraries. It is also expected that the results of this study could contribute to the prediction of circulation patterns and information needs of public library users.

    Factors in Spatial Clustering and Regional Disparity of Public Libraries

    The number of public libraries in Korea has been increasing. However, the focus was on quantitative growth, while it did not have much interests in whether its growth trend are have deviations by region, and if that is a fact, what factors caused such a disparity. For this reason, this study analyzes spatial distribution of public libraries in Korea and its affecting factors of regional gap. As a result, public libraries are constantly distributing in the metropolitan area and the distribution of public libraries showed deviations by region. The results of analysis regarding the determinants of public libraries distribution, rate of population growth, the number of businesses and financial independence rate are found to have a positive effect but local taxes per capita are not. Especially economic power of region and financial ability of a local government are key factors of regional disparity. It shows empirically that the supply of public libraries has been determined by the convenience of suppliers.

    The Awareness and Demand of Teacher-Librarian for the Composition of E-book Collection: Based on Analysis of the E-books Provided by Busan Digital Library System

    The purpose of this study is to identify the problems of the e-book composition provided by the Comprehensive Reading Education Support System and to propose a service improvement plan related to the establishment of e-books in school libraries as educational resources based on practical issues and perceptions experienced by teacher-librarians. As a research method, the composition of the collection of 3,002 e-books supported by the Busan Comprehensive Reading Education Support System as a reading education platform of the school library was analyzed based on the Korean Decimal Classification. Based on this, two focus group interviews (FGI) were conducted with 4 elementary teacher-librarians and 5 secondary teacher-librarians working in Busan. The result of this study can be used as basic data to support students’ reading activities using e-books as educational resources and to form an efficient e-book collection in school library.

    Analyzing the Phenomena of Hate in Korea by Text Mining Techniques

    Hate is a collective expression of exclusivity toward others and it is fostered and reproduced through false public perception. This study aims to explore the objects and issues of hate discussed in our society using text mining techniques. To this end, we collected 17,867 news data published from 1990 to 2020 and constructed a co-word network and cluster analysis. In order to derive an explicit co-word network highly related to hate, we carried out sentence split and extracted a total of 52,520 sentences containing the words ‘hate’, ‘prejudice’ and ‘discrimination’ in the preprocessing phase. As a result of analyzing the frequency of words in the collected news data, the subjects that appeared most frequently in relation to hate in our society were women, race, and sexual minorities, and the related issues were related laws and crimes. As a result of cluster analysis based on the co-word network, we found a total of six hate-related clusters. The largest cluster was ‘genderphobic’, accounting for 41.4% of the total, followed by ‘sexual minority hatred’ at 28.7%, ‘racial hatred’ at 15.1%, ‘selective hatred’ at 8.5%, ‘political hatred’ accounted for 5.7% and ‘environmental hatred’ accounted for 0.3%. In the discussion, we comprehensively extracted all specific hate target names from the collected news data, which were not specifically revealed as a result of the cluster analysis.

    Variables Affecting Circulation of Library Collections: Using Latent Growth Model

    The purpose of this study is to analyze variables affecting the number of circulated books which is one of the indicators representing the library use behavior. For the analysis, 2015-2019 data for public libraries was acquired from the National Library Statistics System. The Latent Growth Model estimating a latent intercept and a latent slop based on the individual library trajectories was applied. The results are as followed; first, the circulation rate tends to be decreased. Second, the most affecting factor on the library circulation decrease was the collection budget. This study suggests increasing a collection budget in order to prevent the library circulation decrease while the library is operating in a daily routine.

    An Analysis of Usage of Sci-Hub in Korea

    This study was conducted to examine Sci-Hub, which provides the original text of academic papers to be provided for a fee by bypassing copyright, and to establish a basic basis for understanding the usage behavior of researchers with access restriction in Korea by analyzing the domestic Sci-Hub usage based on the dataset released by Sci-Hub in 2017. Therefore, after grasping the current status of the world related to Sci-Hub, the categories were set and analyzed by region where the dataset was downloaded, subject matter of academic papers, publisher, OA status, and published year. As a result of the study, the most downloaded areas were Seoul and the metropolitan area, and papers and journals in the field of natural science were downloaded the most, and about 20% of papers were in Open Access state. The papers published between 2010 and 2017 were the most downloaded, and IEEE's papers were the most downloaded, showing that recently published academic papers in the natural sciences were the most downloaded by the time they were downloaded.

    An Exploratory Study of Professionalism on Data Management Jobs in the Public Sector: From the Perspective of Library and Information Science

    Public reforms based on New Public Management have made the public sector specialized, and accordingly the role of public administration has expanded as well as the demand on professional jobs has increased. On the other hand, with the rapid development of information and communication technology, the data produced by public sector organizations has also significantly increased. This environmental changes made data management and a data management job in the public sector critical. However, there have been very few studies of conceptualizations and systematic investigations on data management jobs. Moreover, specific definitions, types or qualifications of/for a data management job or a person who do this job are rarely reflected in relevant laws and regulations. Based on the systematic literature review, this study conceptualized professionalism, identified its multiple dimensions, and draw a conceptual research framework. Focusing on the professional control on personnel management which is one of the dimensions of professionalism, relevant laws, work guidelines and job descriptions included in job openings were analyzed with regard to a data management job in the public sector. The findings are as follows. First, an assigned role and responsibility associated with a data management job have vague boundaries. Second, work guidelines and manuals only focus on the post quality control stage rather than equally addressing all the eight stages of the data lifecycle. Third, neither a data management job in the public sector nor a person who take care of this job is not appropriately defined. Therefore, a role and responsibility of/for the job and a person in charge should be reflected in the relevant laws and guidelines in a tailored way. More importantly, job analyses and evaluations should be thoroughly conducted to enhance professionalism on data management jobs in the long term.

    A Study on the YouTube Videos Content Characteristics of the National Archives of Korea

    The purpose of this study is to understand the content characteristics in YouTube videos of the National Archives of Korea. For this purpose, keywords, video data, and viewer responses were collected for 324 videos posted by the National Archives of Korea for five years since April, 2017. Social network analysis, topic modeling, and content analysis were performed. Based on this, the main keywords leading the YouTube videos of the National Archives of Korea, 7 major topics and 20 sub-topics were identified. The characteristics of the YouTube videos and keywords network were studies. In addition, video characteristics were analyzed as external characteristics, video editing and delivery methods, and content characters. The study found that the YouTube channel of the National Archives of Korea has been posting the videos related to various topics such as places, history, and events as well as the basic functions of the archives to induce viewers’ interest in the archives. The study also identified the areas that needed to be improved such as low response from viewers, lack of content that could interest viewers, and lack of channel operation to interact or communicate with viewers. Finally, the study was concluded with a proposal to spread the videos of the National Archives of Korea to more users.
