행정사례연구 접근방법으로서 근거이론의 전망과 한계

This paper introduces the grounded theory for theory building in the Korean public administration and policy studies. Many scholars have criticized the methodological tendency to emphasize quantitative and statistical techniques frequently in Korea. However, case study, representative non-quantitative research method, has still been one of the major approaches in Korean public administration and policy studies. It means the real task in Korean public administration and policy studies is not the methodological tendency towards quantitative approaches, but the lack of new theory, From this perspective what needs to develop the theory should be the methodological approaches or means to do theory building. In this paper, Grounded Theory is introduced and evaluated about its strengths and limits for building or supporting public administration and policy theories. G rounded theory and its methodology are expected to help find and develop a new hypotheses concerning the Korean public sector, and it will be a helpful development in Korean public administration and policy studies.
