    Analysis of Fluctuation Factors in Government R&D Budget Expenditure: Focusing on Japanese Export Regulations

    Abstract
    Since government spending is basically affected by policy changes, it is important to pay attention to what factors determine the content of the policy. Especially, Government R&D budget expenditure is an investment for the country’s economic development, and it affects the national competitiveness according to the direction of policy implementation. Therefore, it is very important to understand external environmental changes and reflect them on planning and agenda setting. From a policy-determining factor theory perspective, the purpose of this study is to clarify what are the environmental factors that determine the content of policy in the policy-making process of the government R&D sector based on the incident of Japanese export regulation that occurred in July 2019. To this end, using topic modeling of LDA (Latent Dirichlet Allocation), one of the big data analysis methods, is used to target the time of policy disruption, that is, the time of disruption showing non-incremental changes, for news articles and government documents. The factors that led were analyzed. Analysis, The environmental factors that led to the fluctuations in government R&D budget expenditure were ‘the president’s policy will,’ ‘the National Assembly’s interest,’ ‘priority of the policy agenda,’ ‘public opinion’, ‘technology independence’, and ‘industrialization’. It was derived as a value. This study aims to overcome the disruption of technology and production through securing source technologies in planning and setting agendas for government R&D support policies, and a major shift in policy paradigm such as reorganizing the industrial ecosystem to respond to the era of the 4th industrial revolution. It is a reminder of the need. This can be expected of policy implications that contribute to improving the efficiency of future-related policy decisions and budget allocation.

    Exploring Factors of Population Movement in Local Governments: Focusing on Public Services in 25 Autonomous Districts of Seoul Metropolitan City

    Abstract
    This study purpose to investigate the relationship between public services and population migration in 25 autonomous districts of Seoul metropolitan city. 25 autonomous districts of Seoul metropolitan city were selected for analysis, which are expected to be easy for residents to move according to their preferences due to relatively developed transportation infrastructure. Analysis was carried out by separating the migration between Seoul metropolitan city and other cities and the migration among autonomous districts of Seoul metropolitan city. As a result, for the migration between Seoul metropolitan city and other cities, as residential services increase the influx of the people increase, but for the migration among autonomous districts of Seoul metropolitan city, the influx of the people occurs as all types of public services such as residential services, economic services, social services, and education services. It means the effect of the influx of people differs according to the spatial characteristics. This proves that it supports the Tiebout model, in which people migration among 25 autonomous districts of Seoul metropolitan city, where the transportation infrastructure is developed, reflects residents’ preferences according to public services. In the future, local governments need more interests in policy and supports to l improve the residents' housing satisfaction through the improvement of public services.

    An Analysis of Mechanisms in the Job Activity Process Based on the Behavioral Changes of Jobseekers: Applying the Vroom’s Expectation Theory

    Abstract
    This study focused primarily on individual job seekers from a labor-supply perspective. In addition, we have identified the optional characteristics of individual actions in the course of job-hunting activities leading to job success and will look at the directions that can enhance the intensity of job-hunting activities accordingly. Based on a theoretical study of the relationship between an individual's selective behavior and the contributing motivations, a more detailed analysis of the job search process leading to successful employment is possible. Therefore, on the basis of Vroom's theory of expectations (Vroom, 1964) from the individual perspective of the work-seeker, we designed a model of relationships inherent in the work-seeker's activities and, on the basis of that, explored the variables and the direction of relationships that affect the work-seeker's behavior. Accordingly, the dynamic movements of individuals, ranging from job hunting to successful employment, were attempted to analyze using micro data from individual labor panel surveys. The analysis found that these factors have a link to job quality preferences in conjunction with job periods and job methods through direct and indirect training and education related to job hunting.

    The Effect of Volunteer Activities on the Health and Quality of Life for People of Old Age: Focusing on 4 Areas of Preparation for Old Age

    Abstract
    This study originated from the problem of an aging population in South Korea, which is a rapidly progressing and unprecedented phenomenon. In particular, the study aims to explore various factors that affect health and quality of life in old age. To this end, the subtypes of preparation for old age were classified into economic activity status, subjective health status, leisure activity satisfaction, and interpersonal relations satisfaction; these classifications were made by linking the subtypes to the four areas of the Act on Supporting Preparation for Later Life. In addition, the quality of life was determined by the overall measure of life satisfaction, in order to identify the relationship with the preparation for old age. The subjects of this study were 7,286 people extracted from the supplementary survey data for the 7th year(2018) of the Korean Retirement and Income Study(KReIs), and SPSS 23.0 was used for data analysis. As a result of the study, it was confirmed that 4 subtypes of preparation for old age had a significant positive(+) effect on satisfaction with life. Based on these results, preparation for old age includes policies and action plans from an integrated perspective that includes not only health and economic activities, but also social and emotional preparation for old age, such as volunteering and maintaining smooth interpersonal relations.

    The Multifaceted Effects of Work Overload: An Application of Attribution Theory

    Abstract
    This study investigates how the effects of work overload differ depending on individual’s attribution outcome. Analyzing the data from the Korea Institute of Public Administration, we found that although work overload negatively affects the quality of life regardless of its cause, its effects on job attitudes such as satisfaction, commitment, and citizenship behavior considerably differ depending on how individuals attributes the current job situation. Particularly interesting is the finding that positive job attitudes increases if the reason for work overload is because their workunit has a insufficient manpower. The implications for current labor policy in Korea is discussed.

    A Study of Comparative Analysis of Children’s Budget and Implications

    Abstract
    This article compare and contrast children’s budget from theoretical perspectives and derive implications for Korea. Children’s budget is proposed by UN, international organizations and childrens’ right advocate groups as an institutional tool for allocating public funds for childrens’ rights. It reports financial contributions of one country for children’s rights directly to the citizens. Children’s budget has diverse forms and structure in accordance with the institutional contexts of countries. This article chooses representative cases and compares them with the criteria of approaches to the children’s rights, scope of children’s budget, method for program/project analysis, level of institutionalization. Analysis shows central and state governments have variety of approaches. In particular, civic groups play an important role for children’s budget. Based on this, the author proposed that Korea choose method compatible with institutional context and work with civic groups for institutionalization of children’s budget.

    A Study on the Relationship between Transformational Leadership in Public Sector and Active Administration of Public Officials: Focused on Behavioral Mediating Effects, Moderating Effects of Recruitment System and Grade

    This study was intended to analyze the relationship between transformational leadership in public sector and active administration of public officials in order to strengthen the active administration of public officials in a situation where the role of government and public officials is urgently needed nationwide, such as COVID-19. Specifically, it was intended to study the impact of transformational leadership on the active administration of public officials through the medium of public officials' behavior (learning orientation, self-efficacy, and public service motivation). It was also intended to present practical implications to the government's personnel strategy by verifying the impact of the recruitment system and rank in relation to transformational leadership, learning orientation, self-efficacy and public service motivation, and the relationship between public service motivation and active administration. According to the research results, transformational leadership has positive influence on learning orientation, self-efficacy and public service motivation respectively, learning orientation and self-efficacy have positive influence on public service motivation, and public service motivation has positive influence on active administration. In addition, transformational leadership has positive influence on public service motivation through each medium of learning orientation and self-efficacy, and transformational leadership, learning orientation, and self-efficacy have positive influence on active administration through public service motivation. However, it has been shown that the recruitment system has a significant effect as a moderator variable only in the relationship between self-efficacy and public service motivation, and that the grade has a significant influence as a moderator variable in the relationship between self-efficacy and public service motivation and active administration. The results of this study can produce the following policy implications in terms of the operation of government personnel administration. First of all, it is necessary to create an environment where transformational leadership in public sector can be exercised. In addition, in order to enhance learning orientation and self-efficacy, it is necessary to reorganize the permanent learning system, revitalize the learning organization of public officials, and provide customized contents for individual learners. In addition, it is necessary to develop measures to enhance public service motivation in consideration of the influence of public service motivation on active administration, and in particular, it is necessary to actively engage in personnel management and strategically utilize public officials' behavior that varies depending on their types of recruitment and grade.

    The Effects of Perception of Fairness for Balanced Personnel Policy on Public Service Motivation

    Abstract
    This study analyzed the effects of public sector worker’s perception of fairness on balanced personnel policy on public service motivations (PSM). We paid special attention to gender equality recruitment system and promotion. In particular, the moderating effects of gender are tested. The results of the analysis show that 1) the perception of balanced recruitment policy has a positive and statistically significant effect on PSM, 2) the lower perception of gender fairness on promotion decreases PSM 3) moderating analysis shows that in case of women, perception of glass ceiling decrease the negative effect on PSM. The perception of fairness of promotion has positive effect on PSM but remuneration and compensation does not have statistically significant effect on PSM. This study is significant in focusing on the policy and institutional factors of human resource management as a prerequisite for public service motivation, and suggesting a new approach to confirm the effectiveness of the balanced personnel system.
