ABSTRACT

In this paper, the trail of Park Jung-yang's life was traced and his consciousness and acts as a pro-Japanese government official were examined. He gained Japan's trust by studying in Japan and joining the army in the Russo-Japanese War, which helped him to step on the fast track as a government official. After he was chosen as a governor of Daegu by Ito Hirobumi in 1906, he was served as a provincial governor for 3 years and 3 months. Working as a provincial government official in the days of Daehan Empire, he proved his loyalty to Japan by taking the initiative in introducing Japanese system and facilities with the slogan of reforming what's old into what's new(革舊改新), representing the interests of Japanese in Korea and cooperating in suppressing the voluntary troops in resistance against Japan. During the March First Independence Movement, he organized a refrain club in Daegu and led the oppression of the movement by making use of his experience of crackdown on the anti-Japan troops as a governor in North Gyeongsang Province. With his steadfast loyalty to Japan, he could get quick promotions as a government official, and return to his governmental office after two failures in promotion because of a woman problem.
