ABSTRACT

This paper examines the administration of elections in the aftermath of the Noto Peninsula Earthquake, which struck on January 1, 2024, with a focus on the various elections conducted in the affected areas within the same year. Drawing on past cases of disaster response, it analyzes multiple aspects of election management under large-scale natural disasters, including the development of emergency response manuals, the assurance of fair electoral conditions, the accommodation of displaced persons and vulnerable voters, the securing of polling officials, information dissemination challenges, and the possibility of adjusting campaign periods. Particular attention is given to the balance between ensuring voter safety and maintaining electoral integrity, the necessity of inter-municipal cooperation, and the potential for institutional reform through disaster experiences. This study argues that disaster response in the electoral context should not be limited to short-term recovery but can serve as a catalyst for long-term institutional transformation, offering insights for future election system design in times of crisis.
