AB - In Japan, the digitisation of public administration was carried out in a manner delegated to local authorities. Under the banner of decentralisation, the central government refrained from interfering in local authorities, and each local authority established its own independent administrative system. This inefficiency contributed to Japan’s decline into a digitally underdeveloped nation. To shake off the stigma of being a digitally underdeveloped nation and provide efficient, integrated administrative services, bold regulatory reform was required.
In Japan, the central government provides systematic support to local authorities in their adoption of digital transformation (DX) and artificial intelligence (AI). Alongside the development of legal and institutional frameworks, detailed support measures have been established covering human and financial resources, as well as system specifications and implementation procedures necessary for standardization. It was necessary to create an environment that facilitates concrete human, financial and material support, as well as to refine legal and institutional frameworks. Furthermore, coordination measures have been established to efficiently share and utilize specialist personnel, which are in short supply at the national level, as is the case with human resources support. At the same time, the incentive scheme allowing private companies to second specialist staff to local authorities offers significant insights.
Small local authorities in regional areas find it difficult to adopt digital transformation (DX) and artificial intelligence (AI) on their own. Institutional support that enables such small local authorities to enhance regional sustainability—by establishing online administrative services and improving convenience for residents through the adoption of DX and AI—is highly significant. Providing systems that enable small local authorities to pursue DX, sharing operational know-how, and supporting talent development schemes will serve as a useful reference for other countries seeking to adopt DX and AI in the future.
