ABSTRACT

The purpose of this study is analysing the process of belief systems in the history textbook‘s publication, especially focusing state-authored textbook. For this purpose, the union of Advocacy Coalition Framework(ACF) is used. And the factor of ACF framework is divided policy advocacy coalition and belief systems. The core of study are as follows: First, in the process of policy change, the state-authored history textbook advocacy coalition and textbook authorization systems advocacy coalition are conflicted with regard to belief systems. This resulted the change of history textbook Publication systems. Second, the belief systems of the state-authored history textbook advocacy coalition are the value of nationalism and control . But the belief systems of textbook authorization systems advocacy coalition are the value of autonomy and democracy. The suggestions of policy are as follows: First, social debate is necessary to what type of publication is appropriate. Second, the social atmosphere which can alleviate policy conflict is important.
