ABSTRACT

This study proposes, in the event of a national disaster, a legal and institutional improvement plan necessary for local governments(LGs) to actively mobilize and utilize the Regional Reserve Forces(RRF) to respond to disasters. And this suggests the direction of international cooperation for Disaster Risk Reduction(DRR) by sharing Local Collaborative Governance (LCG) model between less developed countries and Korea. When a local disaster occurs, LGs should actively mobilize and utilize RRF. To this end, the system of RRF should be reorganized, such as command and control, organization, formation, compensation, etc. should be reorganized so that they can respond to the LG's request for disaster assistance. LGs would need more military's support in the Disaster management of the future. Therefore, LGs should put policy priority on disaster management and strive to establish LCG including RRF. If Korea can advance cooperation with regional countries through LG-centered Disaster-RCG of Korea, it will be able to contribute to Regional DRR and seek Cooperative Security.
