ABSTRACT

This study analyzes the change of labor system in China and the cause of the exclusion of workers from power by applying historical institutionalism. After the reform and opening, China experienced rapid changes in the labor law system and gradual changes in the Hukou system. This caused neo-liberalization of labor-management relations and dualization of labor market, which had a disadvantage to workers. Sinification of Marxism played a role in promoting the smooth acceptance of institutional changes that are unfavorable to workers. Although China changed the system in an unreasonable direction to workers, the ideological framework that such system changes will have a positive impact and effect on China's growth and development has played a role as a catalyst for change by allowing workers to accept institutional changes. As such, changes in each system have affected the weakening of workers' power, which has led to workers being excluded from power. Therefore, this study suggests that the change of the system in China has influenced the exclusion of workers. In addition, it suggests that if China, which has not achieved the same high growth and employment as before, fails to meet the growth and employment that offset inequality and irrationality, the voice of Chinese workers may grow.
