AB - As of the end of 2023, there were a total of 1,271 public libraries in Korea, with an average of 5.6 per basic local government. Nevertheless, there are few libraries that can be considered as landmarks or hotspots, which is to say, libraries that are considered as a must-see pilgrimage for both Koreans and foreigners when visiting and traveling. Therefore, the Fourth Comprehensive Library Advancement Plan (2024-2028), which was established and confirmed by the Committee on Library and Information Policy under the President on May 29, 2024, identified the construction of landmark libraries in connection with culture-oriented urban regeneration and cultural city projects as an implementation task. It is expected that the construction of landmark libraries will be promoted mainly in cultural cities over the next five years. This study presents a scenario for the construction of a landmark library (importance and purpose, evaluation and selection of candidate sites, key roles and expected effects, scale and cost estimation, etc.) based on the results of a survey on the perceptions of D city citizens and S-gu, which is designated as a cultural city as well as a basic local government representing D city, and tourism data for D city. If a landmark library is built near Suseongmot, a hotspot in D city and S-gu, it will not only contribute to the upgrading of S-gu to a top-class library and cultural city in the country, but will also become an attraction for domestic and foreign tourists.
