ABSTRACT

This study explores the ethical values presented in library codes of ethics in Korea and abroad and analyzes public library directors’ perceptions of ethical dilemmas based on these values. By performing topic modeling on the codes of ethics from 44 countries registered with IFLA, the study identified the following key ethical values: librarians’ ethical values and morality, policy and opinion coordination, institutional and human resource management, role fulfillment of members, compliance with duties and regulations, organizational management, information disclosure, and copyright protection. In the subsequent focus group interviews with public library directors, participants reported experiencing ethical dilemmas in areas such as ensuring information accessibility, protecting privacy, maintaining political neutrality, and addressing issues of fairness in the introduction of paid information services.
