ABSTRACT

This study aimed to analyze the problems of the current School Library Promotion Act, focusing on the works of school libraries and the staffing, allocation criteria, and scope of duties of librarian teachers, and to propose revision plans of School Library Promotion Act. To this end, relevant laws and literature were analyzed, and directions for legal amendments and specific amendment proposals were presented. The main research results are as follows: First, school libraries were redefined based on the library service in the Library Act and the teaching-learning in the School Library Promotion Act. Second, overlapping content among the school library duties stipulated in the Library Act was deleted, and matters concerning the development and provision of education, culture, information, and leisure programs were added. Third, in addition to the common duties of librarians and librarian teachers, matters corresponding to the instructional role of librarian teachers were additionally presented.
