A Study on the Establishment and Operation Plan for a Shared Preservation Repository among Public Libraries in Gyeongbuk Province

ABSTRACT

This study aims to propose an optimized plan for establishing an efficient shared preservation repository at the Gyeongbuk Provincial Library by analyzing collection growth trends and spatial capacity based on material types. Using national library statistics from 2006 to 2023, the study calculated an average annual collection growth rate of 5.43% and projected the total number of library holdings through 2053. The forecast estimates approximately 6.64 million volumes by 2053, far exceeding the current capacity limit of 3.39 million volumes—indicating a shortage rate of 95.7%. To address this spatial deficit, the study proposes a mixed storage strategy that combines fixed shelving systems for rare and non-book materials with compact or automated shelving systems for general collections. Under this hybrid model, the required total area is estimated at 3,538.5㎡ for the fixed-and-compact combination and 1,457.9㎡ for the fixed-and-automated configuration. In addition, the study proposed a three-phase roadmap—foundation, expansion, and maturity—linked with mission, strategy, and key performance indicators, as well as an integrated model connecting digital archiving and larchiveum services. This research provides an empirical framework integrating collection forecasting with spatial and facility scaling, thereby contributing to long-term policy design and practical decision-making for public library preservation infrastructure.
