ABSTRACT

This paper aims at studying the designation system of the Agriculture Promotion Area (APA) and investigating efficient policy improvements concerning agricultural land regulation. The designation system of the APA, introduced in 1992 to preserve superior agricultural land, brings on an inefficient use of agricultural land, an rigid conversion regulation of agricultural land and an infringement of farmers' property rights. The basic direction of reform of agricultural land system should be as following; permission for the agricultural land ownership by non-farmer and agricultural land lease and increase of flexibility concerning conversion regulation of agricultural land. Therefore, it is necessary to modify “Land to the Tillers” principle and suppress the land-owning farming system. The paper proposes policy improvements direction of the designation system of the APA as following; the designation system of the APA based on the estimation of degree of food self-support in the long term, increase of efficiency of land use, adjustment of the APA, suppression of the substitute designation system and adoption of the Transfer of Development Rights (TDR).
