ABSTRACT

This paper investigates how local governments innovate regulations under multi-level regulatory governance, specifically examining Gyeonggi-do as a case study. We used expert Delphi and IPA techniques to identify strategic directions. First, experts agreed that the most pressing tasks involve improving bargaining positions with the central government and relaxing land-use constraints are top priorities. Second, the study identifies a need for the provincial assembly to enhance its legislative and personnel capacity related to regulatory reform. Third, active cooperation and enhanced negotiation power within multi-level regulatory governance serve as practical ways for local regulatory innovation. Finally, because local governments still face limited formal power, we argue for a fundamental redefinition of central-local relations.
