AB - Taking advantage of national civil defense system to overcome the national crisis is very efficient. Improvement way of the civil defense system is to redefine the concept of civil defense in accordance with an integrated emergency management system(IEM), is to organize a dedicated agency, is to be run civil defense training in the school, is to reform the civil defense organization.
