ABSTRACT

Fire-fighting safety service has expanded into prevention of danger and various safety problems people experience in everyday life beyond fire-fighting and first aid. As the number of negligent accidents reported to 119 has increased dramatically and the demand for safety due to improvement of the standard of living has risen significantly, 119 life safety party has been operated since 2012 to provide safety service. However, for activities of 119 life safety party, there are lots of problems including lack of expertise that members of 119 life safety party have and equipment though satisfaction of citizens with service provided by 119 life safety party is higher than that provided by any other organizations of fire-fighting. It is necessary to study how to invigorate 119 life safety party based on problems that are drawn by analyzing actual state of 119 life safety party. The purpose of this study is to propose a way to invigorate 119 life safety party based on the result of a survey of fire-fighting officers. The result of this study revealed that there are organizational factor, legal․institutional factors and technological factor that may influence invigoration of 119 life safety party and such factors have significant effects on invigoration of 119 life safety party. Utilization of social capital of community, building cooperation between related organizations, securing support of citizens, cooperation between many organizations, discrimination between emergency call and non-emergency call are proposed as suggestions in terms of policies.
