AB - It is required to strengthen the cooperative disaster management system in order to reduce the damages of modern disasters which are diversified, and complex. So, it is critical for successful disaster management not only disaster related ministries, local governments and agencies but also private sectors cooperate and support each other. In this regard, It is stated on the 「Framework act on the management of disaster and safety」 for planning and complementing the 13 functional disaster response activity plans for establishing and facilitating the cooperative disaster management. But these plans did not develop yet so it is needed to develop detailed plans. The article draws on exploratory research to suggest the cooperative disaster management system by means of 13 functional disaster response activity plans.
