ABSTRACT

The purpose of this research is to suggest alternatives and measures to develop an advanced management plan for chemical accident prevention and management. In Korea, there is substantial redundancy in contents and classification items among the Process Safety Report of Occupational Safety and Health Acts, risk management plans and outside effect evaluation of the Chemical Control Act. Thus, the chemical accident prevention system in Korea should be revised to integrate the forms of RMP and PSM, following the US system. Such alternation can reduce work redundancy and cost as it requires only one-time submission of the documents. it should allow the Ministry of Environment and Ministry of Employment to function more effectively because it can evaluate only the necessary parts.
