ABSTRACT

This study presents an integrated model for public policy conflict resolutions developed within an interactive framework, consisting of three components: cognition (perception), attitude (judgement), behavior (acceptance). The central questions of this study are 1) how to acquire mediation tools which enable citizens to use their collective intelligence and learning and 2) how to prepare them to meet their own perspectives on risk of nuclear power. In this study, the National Survey on Citizens’ Perceptions on Nuclear Energy of 2017 were used. By using a statistical model, this study found different patterns among the three models; 1) high involvement model, 2) low involvement model, and 3) hedonic model. The results of this study elucidate the model’s ability to improve understanding of the roles of emerging ICT and communicative actions on policy mediation for reducing public conflicts. This study concludes with suggestions for future research on further model development.
