This article tries to analyze how PSPD as a progressive civil movement organization has been changed according to the change of the korean society. Basically the mode of activity of PSPD has been changed according to changes of political regime and the hegemonic terrain in civil society under the impact of domestic and international socio-economic conditions. Under the conservative political situation after democratization, it emerged as a progressive civil movement organization and played a role of a critical opponent. Under the moderate reformist regime, it grew up with the role of critical collaborator. And after the second moderate reformist regime appeared, the ideological conflicts and policy conflicts were spread, and it pursued the role change for progressive former of public opinion. And under the situation of re-ruling of conservative regime and the change of the culture of social movements, it plays a role of a critical opponent again and an active role for civil communication.

This paper analyzes changes in self-support communities on the urban scale with regard to the retreat of 'Korean-style third way' and the strengthening of neo-liberalism. It examines researches on self-sufficiency policy in Korea as well as the concepts of neo-liberalism and scale, defines Korean style third way as an alternative discourse differentiated from neo-liberalism, and summarizes the characteristics of 'self-support community' in South Korea. Moreover, this paper deals with the dual rescaling processes from the urban scaled self-support community project both th the body scale focused on the individual job searching and to the regional scale by establishing the regional and national self-sufficiency support centers.

This paper examines the activities of an INGO which aimed to combat Northeast Asia's major environmental problems of desertification and climate change in Mongolia. The object of this case study is the activity over 14 years of the 'Green Asia Network' (an INGO based in South Korea). This study employs a participant observation methodology. It examined the working process of the project of the Green Asia Network and analyzed the activities of the Green Asia Network in the light of the three axes of 'sustainable development': environmental, social and economic sustainability. As s result, this study found the fact that the Green Asia Network has improved its project toward sustainability through trial and error process and its project has achieved diverse outcomes in terms of sustainability which can be summarized as follows: First, in the area of environmental sustainability, the case successfully contributed to land restoration through afforestation, reduction of environmental pollution,minimization of the use of fossil fuels and provision of a new approach for achieving a reduction to the yellow dust phenomenon. Second, in the area of social sustainability, the activities undertaken contributed to the formation of a local community and the vitilization of civil society movements through the direct participation of Korean citizens as well as the enhancement of international exchange. Finally, in the area of economic sustainability, the case contributed to reduction of absolute poverty in the local area, and supported the uptake of a community-driven sustainable economic model. The research may be useful as a basis of a new model for INGOs in combatting desertification and climate change in Northeast Asia.
