This study has conducted an experimental survey on Shingori 5th and 6th Nuclear Power Plant Construction by using a dynamic method that makes it possible to exchange political opinions in order to accurately measure public opinion and gain exact results. The survey conducted the following steps: First, 1,000 interviewees over the age of 19 are asked if they are in favor of or against resuming Shingori 5th and 6th Nuclear Power Plant Construction. They were divided into groups of a supporter and an opponent, then information about the disadvantage and advantage of Nuclear Power are provided to the supporter and opponent, respectively. After reading the counter-argument, they are asked their opinions again. This study was conducted with much anticipation as to how their first opinions, their interest in politics and nuclear power, their information perception of nuclear power are influenced when confronted with a counter-argument. The results of our analysis showed that 29.3% of the interviewees have changed their first opinion which were found to be affected by their first opinion, information perception, a frequency of mentioning nuclear power and politics, an inclination of politics, and education level. The interviewees who agreed with nuclear power and had lower information perception and interest tend to change their opinion more easily. The result suggests that building people's interest by providing information and making them to debate is significant in a formation of desirable public opinion in a democracy.

Among American resident organizations with a great variety of institutional features, there is a type of institution which is distinguished from other types of resident organization in its establishment to formal status. This institution so called “residential community associations (RCA)” is incorporated as an association with formal corporate personality. The key task of this study is theoretical explanation on this institution. Theoretically, the institutional base of RCAs can be explained on the theory of the commons; the function can be explained on the theory of public service provision; and the political status can be explained on the theory of special-purpose district. RCAs have so far grown to have positive effects on the relations with local governments in the US federal system since the early 1960s. While the RCA institution shows very significant implication for resident self-governance in Korea, more detailed consideration is required to accept this institution due to the political and administrative difference between USA and Korea.

The study examines the process the condolences were shaped, organized and socially revealed by the bereaved families of the Sewol-ho Ferry disaster who had had their sons and daughters from Danwon High School. The bereaved families put themselves forward in the middle of the precipitous funeral process as a key player in the 416 Movement, which was organized to call for fact-finding and for building a safe society. This was because they realized the (non)feasance by the government in dealing with disasters, along with the politico-social conditions under which the act of offering condolences was not made possible. They organized themselves in order to reveal the truth behind the death and to realize justice. The political condolences by the bereaved families were actualized through the 416 Families Council. However, it was small groups including meetings by school class, 416 Handicraft Workshop that developed and sustained the council itself. In addition, with a view to socially spreading the political condolences, they have constructed social solidarity and organized for citizen participation by creating and practicing a variety of unprecedented and unique methods of movement. Through this, the political condolences, which continued over the past four years, are calling for responsibilities to change the present, to mourn and remember, and to transform the future.
