ABSTRACT

By participating in unification policies, citizens exercise their empowerment. Due to recent changes, especially the great advances in ICT, citizen participation in unification policies have steadily increased. This study examines such growth and the actual state. In order to do so, this study looks at the categories of citizen participation such as sharing of information, consultation, and active participation, as set forth by the OECD. The mode of citizen participation has gradually developed from the passive “information” stage to that of “consultation.” The collection of citizen opinions and the adoption and enforcement of various systems to influence policies are beneficial to the formation of a partnership between government and citizens. However, in order to truly involve citizens in unification policies as active producers, citizens must have access to information and opportunities to formulate unification policies even before agendas are established. In addition, unification policies should be based on organic and deliberative discussions among citizens, government representatives, and experts and prioritize citizen participation above special interests for the greater good of the public. Finally, we need to work together to ensure that such unification policies are accepted by a majority of the population and smoothly implemented.
