ABSTRACT

This study is intended to investigate the ways to mediate interest-conflict on urban development through resident-participation. This study analyzes the 'laws' of urban planning and the cases of resident -participation. The results of the law analysis are that the law have been improved in aspect to information access and participation of land-owners; but there is actually no mechanism through which regional experts and ordinary residents participate in; and there is no two-way participation. According to the cases analysis, in the cases of successful participation there were two-way and broad participation from the first stage of planning; and it was important for public agents including government and development corporation to support resident-participation actively. Finally this study presents some practical recommendations based on the results of the analysis.
