ABSTRACT

With an increase in the number of immigrant workers and marriage immigrant women, multicultural family support programs initiated by the government and the civil society are being extended while discourse on multiculturalism are growing rapidly in the Korean society. As the number and variety of immigrants are increasing, complex aspects of issues and problems surrounding immigration and multiculturalism are developing. Differences in governmental and civil objectives and viewpoints, disparate policy (or support) target, and distinct viewpoints perceived by support programs are appearing with regard to multicultural policies and multicultural family support programs. These differences based on the main constituents of support programs lead to discords between the state and the civil society; on the other hand, they show the need and possibility of governance in multicultural policies and support programs. In particular, since solutions must be presented within the area where immigrant and multicultural families live, cooperation between locally active NGOs and local governing bodies is essential. Private organizations such as civic and religious organizations should take charge of immigration and multiculturalism support services by utilizing their ability to provide locally-based and practical support services; the government should build a governance framework through legal and institutional reforms, support for policies, and economic support within a large framework.
