ABSTRACT

From the ancient Athens to the present, we understand the concept of democracy as a compound word of Demos and Kratia. The domination of the people have been stood as a symbol for the democracy. However, we observed that its value is faced with a fixed dilemma in the political life. In order to restore democratic legitimacy, this study depends on the deliberative democracy. This work is trying to overcome the limit of the principle of representation at the same time, to restore the principle of identity. The deliberative democracy based on the ‘deliberative politics’ differs from not only the domination of elite, but also the Schumitt’s political viewpoint which is classification of friend and enemy. The deliberative democracy produces democratic potential through the deliberative model based on the mutual understanding, participation and openness.
