AB - This article focuses recall voting and referendum on local level which have been regarded as a critical element of local self-governing system. In particular, this article articulates problems and alternatives for running the recall voting and referendum. Recently, local referendum of Seoul city related to free-food in school has brought a couple of problems, and this article covers the problems in its discussion. There is a un-solved task, however, that is, unbalanced powers and roles between central government and local government in the country. As far as concerned, this fundamental limitation will affect the recall voting and referendum development. Under the limitation, we need to emphasize a certain part of amendment on the related laws. Focusing the amendment, conditions and qualifications should be re-constructed in accordance with enhancement of civil participation. Based upon the amendment, following institutional changes and renovation should be developed. Transparency and reliability of the two system will be a long-term issues for running the voting and referendum.
