AB - This paper takes the issue of network collaboration which is made with the social trust and sympathy, the practice of social individual these are driven in the process of networked society, smart mobile and social media. And study the relative local and overseas cases through the issue proposal, contact, analysis of group unit. This work finds and suggests the political value and the nature of networked society in democratic based is composed of the social individual and network co-operation. First, the issue proposal is developed by the networked environment that makes possible fast information transmission. With this process, these general issues are exposed by the spontaneity of civic, And an individual in networked society is being the information and knowledge center of acquisition and production that is connected by the network. Second, based on the issue proposal, the contact connects individual or group in issue bases. IT gives more effective result by mutual-assistance. The resource of individual is fairly limited. That’ why the mutual connection of individual and group make possible to bring the extended issue. In conclusion, these three types of approach to access new democracy are the result of collaboration with social individual. And the social practice of aggressive individual lead the development of the new democracy. In this process, the change of communication environment is provided by networked society combines and develop into the new democracy.
