ABSTRACT

Even though the long-term care insurance in Korea has grown fast, it has problems of financial deficit and low quality of care services. This research is to argue that these two problems are related with failure of social insurance agent, especially the limitation of a gatekeeper role in the context of marketization of long-term care service. Literature research and Focused Group Discussion shows that as the insurance agent has difficulty in eligibility decision and grade evaluation, care service planning, supervision, it has failed to control private sector long-term care service providers. The results show that it is necessary to distinguish the roles between social insurance and social service based on the tax, between insurance agent and the state, to strengthen the power of social insurance agent to control the system for improving social service quality.
