Is leaflet scattering to North Korea part of psychological warfare or part of the North Korean human rights movement? This study aims to evaluate leaflet activities to North Korea by South Korean civil society organizations for the past 20 years since the 2000s. For analytical discussion, the actor-network theory (ANT) and the dual interdependence theory of human rights were utilized. The leaflet activities to North Korea by civil society organizations unfold in a storyline of four stages. At each stage, changes occurred in the main actors and dominant norms. In the process, many leaflet scattering groups have taken a fundamentalist attitude and selective approach to human rights, and raised concerns about peace. As a result, a paradox occurs in which the actor-network for the leaflet activities develops, but at the same time, it becomes difficult to achieve the purpose of leaflet activities.
