An Extended Paradata Schema for Accountability in AI-Based Records Management: Focusing on ISO 23081-2 and Human-in-the-Loop

ABSTRACT

This study aims to conceptualize and operationalize the meaning and structure of paradata to ensure accountability in artificial intelligence (AI)–based records management environments and propose an extended schema through which such paradata may be integrated within records metadata frameworks. The study employed literature review, legal analysis, standards analysis, and conceptual modeling. It initially examined domestic and international discussions on AI-based records management, paradata, and Human-in-the-Loop approaches, followed by a review of normative requirements related to explainability, human oversight, and documentation as articulated in the Framework Act on the Development of Artificial Intelligence and the Creation of a Foundation for Trust. Subsequently, ISO 15489-1 and ISO 23081-2 were analyzed to examine the structuring principles governing records, agents, business processes, and mandates, as well as their interrelationships and event history metadata. The findings indicate that accountability in AI-based records management can be systematized into five requirements: explainability, traceability, supervisability, reviewability, and documentability. Furthermore, paradata supporting these requirements can be structured into four categories: identification information, technical information, event history information, and relation information. On this basis, the study proposes an extended paradata schema that integrates technical and organizational paradata within the structural logic of ISO 23081-2, while incorporating a Human-in-the-Loop control structure.
