Support issues for Heritage Japanese Language Education in Korea: Based on the reasons for non-participation in the community-based heritage language education groups and reasons for quitting while participating

ABSTRACT

In February 2021, an online questionnaire survey was commissioned by the Japan Foundation Seoul with the aim of expanding the network and reinforcing their support for heritage Japanese language education (self-help groups and individuals) in South Korea. The subjects of the survey were households in which one of the parents speaks Japanese as their native language and raise a child in South Korea. As a result, responses were obtained from 368 households. From the survey results, it was found that about 40% of the survey participants had some kind of relationship with community–based heritage Japanese education groups, while about 60% did not have any kind of relationship with any such group. In this article, I will focus on the announcement and enforcement of the Japanese Language Education Promotion Law (June 2019), so that those who wish to learn heritage Japanese language with roots in Japan can receive some kind of support through the Japan Foundation. Against the background of this situation, the purpose was to find out what the support issues are in relation to the current situation in South Korea. Through the questionnaire, participants provided feedback first about the reasons why they did not participate in a self-help group, and second, the reasons why they stopped participating in a self-help group. Focusing on these points, I could better understand the current situation of heritage Japanese language education in South Korea from various aspects and proposed what the support issues are.
