ABSTRACT

As the form of war changed after World War II, the role of the military was also changing as an actor to protect the people in peacetime and to protect world peace. Representatively, the peacekeepers are dispatched to the areas where the conflict and civil war in each region of the world has ended as a protector of peace, and perform the mission to protect civilians. However, the image of the peacekeepers as peacekeepers has been reevaluated due to the recent failure of the mission to protect civilians in the mission area. In particular, among the countries that dispatched peacekeepers, the more the countries that experienced military integration after civil war and conflict, the more prominently failed the mission to protect civilians at the mission. However, through the case of unified Germany's military integration, it was confirmed that the newly formed army through military integration could also successfully perform missions and establish a positive image when dispatched overseas. Therefore, this paper saw that ideological conflict mitigation, cross-deploy policy, and the preclusion of war criminals and human rights abusers are the most important factors in military integration.
