ABSTRACT

In the political aspect, AI technology acts as a new driving force for hegemony change. The technological shock of AI is shaking not only the global economy but also international politics. The United States and China are at the center of it, occupying the apex of the data value chain. The conflict between the United States and China over the hegemony of AI technology is also leading to competition in the data value chain led by AI, and the emerging China is clearly revealing its colors in both quantitative and qualitative terms. The Biden administration, launched this year, has launched AI.gov based on the artificial intelligence policy promoted by the Trump administration, suggesting the direction of the national AI policy. Therefore, this thesis analyzes the US AI policy trend with a focus on R&D, and intends to discuss our AI policy in the future.
