ABSTRACT

This paper examined the administrative works and related records of Oh Hoengmuk, a local governor in the late nineteenth-century Joseon, through Records of Every Little Detail about Haman-gun (Haman-gun chongswaerok, 咸安郡叢瑣錄) which is his private and public journal. This paper attempted to insist that his records were the most important tool in public politics and local governance, and so that he displayed strong control over the local people. The summary of what was discussed in this paper is as follows. First, in evaluating Oh’s works against magistrate’s seven duties (守令七事), it was revealed that his work was carried out based on records. Second, the types and characteristics of the records produced by Oh to govern the post were investigated. Third, this paper dealt with the spaces and the means used by Haman Government Office to examine the records and inspected the archiving methods used by the local government agencies.
