AB - The purpose of this study is to analyze the problems of the Evaluation System of the Contractor’s Construction Capacity (ESCCC) and suggest some efficient improvements of it. In order to achieve the goal, this study reviews preceding research and categorizes the problems of ESCCC as the lack of relevance in providing information, the concern for possible information distortion and the limit in protecting and promoting Small and Medium Construction Company (SMCC). Depths interviews and surveys are carried out to examine the understanding of expert group on these problems. According to the results, they answered the ESCCC does not provide sufficient information of construction firms relevantly. They also showed positive stance on the appropriateness of the criteria in assessing the Evaluation Amount of the Contractor’s Construction Capacity (EACCC) and the effect of the ESCCC on the protection and promotion of the SMCC. However, the expert group was divided apparently in terms of providing information by the ESCCC. In order to improve the on-going ESCCC, this study proposes that specifications consisting the EACCC be changed into public announcement on a rolling basis and qualification procedures in case of revising detailed creiteria be established. Furthermore it is suggested that the policy object be selected clearly through the ESCCC to protect and promote the SMCC.
