AB - Policies has envisioned directions and identified tasks, through the establishment of the University Library Promotion Act and the Ministry of Education’s establishment of the Comprehensive University Library Promotion Plan, in order to put some momentum for the development of university libraries. However, these agendas are appropriate for the actual operation of the university itself to achieve these goals. This should be reflected in each university’s own university library development plan. In this regard, this study attempts to investigate the perceptions of the effect of the university library strategic plans established by the university itself. Further, through the survey by university libraries, the status of university libraries in each university’s regulations, the level of discussions and cooperation with the library strategic plans for each university, and any substantial changes made in university libraries are analyzed.
