ABSTRACT

University libraries are evolving into knowledge platforms that actively support research and learning, necessitating advanced expertise from librarians due to digital transformation and the expansion of data-driven research. This study examines the need for and proposes the implementation of a certification system for specialist librarians in university libraries. By analyzing certification systems in leading countries and similar cases in Korea, as well as conducting surveys with current librarians, the research explores the necessity and operational strategies for such a system. The findings suggest that a specialist librarian certification system should focus on completing structured training programs and verifying practical work experience, with re-certification required every five years. Continuous professional development is also essential for maintaining expertise. This study highlights the potential of a certification system to enhance librarian professionalism and improve library services. It provides strategic recommendations for designing an effective and systematic certification framework tailored to the needs of university libraries.
