ABSTRACT

This study aims to analyze research trends on information disadvantaged groups in Korean libraries, with a particular focus on changes in research patterns before and after the 2021 revision of the Library Act. To examine the influence of the legislative revision on research trends, the 2021 comprehensive revision of the Library Act was used as a reference point. To this end, a total of 265 articles published in the Korea Citation Index (KCI) from 2000 to 2025 were analyzed using keyword frequency analysis, keyword network analysis, and time-series analysis. The analysis results indicate that research on information disadvantaged groups in libraries can be categorized into “information divide and information access environment,” “library types and user group-based services,” “services for people with disabilities and specific disadvantaged groups,” and “services for older adults and reading-vulnerable populations.” In addition, no significant changes or expansion in research topics were observed following the 2021 revision of the Library Act. This study is significant in that it empirically demonstrates the tendency for research to remain focused on specific groups and for research themes to persist despite policy changes. It also suggests the need for future research to expand its scope to include a wider range of disadvantaged groups and to address issues related to the digital and artificial intelligence environment.
